I mean, it's all dependent. Do Wastes appear as basic lands in the normal slot or as commons in the set this is meant for? A few references to Wastes in Oath of the Gatewatch were okay but a faction keyword or else simply a set keyword that potentially appears on dozens of cards and is dependent entirely upon one specific card is a non-starter.
And calling Kird Ape parasitic makes nonsense of the term - Forests are printed every block, they appear in one in five boosters on average and in every fat pack, etc., and you can put any number in your deck.
I don't think it should be a major faction mechanic or anything, and if used it would limit the amount of parasitism you could have elsewhere in the set, but that doesn't make it bad. I think it's fine, you just need to be careful how you build the set around it.

If you're going to add a new land to the game, you need to make it matter, you need a reason for using it and playing it not only to produce C or to pay for cots of C. This ability word would probably be on a dozen or so cards across rarities and it would provide players a reason to use Wastes in their deck beyond the need for C. There's a lot of design space for Wastes as far as I see. I'm just tapping into it.

Yes, that makes sense. Kird Ape is fine - and a classic - precisely because what it refers to is a universal of MTG.
In this case, it looks like the idea is more limited than that, in that it is only relative to one card in a set. I suppose that can still be okay but its valid to point out that it's parasitic I think. Also, I must admit that I haven't actually been playing MTG or paying close attention to every set that's been coming out for the past couple years, so I could be undervalueing the significance of wastes.

Well, it remains to be seen how often wastes will be a thing. I remember Maro saying that Wastes would be deciduous, but I can't find any source for that claim.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

I think the flavor might work a little better with something like "if you paid C to cast this, [effect]" so that you can at least use all of the other colorless producing things. That would be a decent twist on colorless as a minor theme to a future block, kind of like multicolored colorless.
Great suggestion. That's is another way to approach this idea. I'll reference cards from the original Ravnica, and Guildpact, as well as a few cards from Shadowmoor and Eventide. Such as Dryad's Caress, or Gruul Scrapper.
