I can imagine cycle of 5 legedaries 4-basic-type land with some drawback.
Example:
Wooden Secret Cathedral
Legendary land - Forest Island Plains Swamp
Possible drawbacks:
- Enters battlefield tapped.
- Whenever it would enter battlefield from library, it will enter hand instead unless you return land from battlefield into hand.
- Whenever it enters battlefield, any opponent may put basic land from his hand on teh battlefield tapped and those land win not until in next controller's untap phase.
They cannot print it as 3-basic type land, because it will require total number of 10 for those cycle. This 10 land cycle will be too good that it could possible replace some missing OLD DUAL LANDs (like THUNDRA).
I expect something more akin to a Filterland that cares about your Commander's color identity.

If the goal is to smooth your mana out, maybe reverse reflecting pool? T: Add one mana of any colour other lands you control can NOT produce (In a 4 colour deck, unless you have an any-colour land, that's still active late game since you should only have access to 4 out of 5, else maybe it'd also need T: add 1 colourless)
That would be pretty awful, as it becomes worse the better your land situation is. Imagine getting a starting hand with it and City of Brass or Mana Confluence, or Cavern of Souls
I suspect the BRGW deck will have the most nonartifact fixing and ramp since it lacks the top artifact color, while WUBR in contrast will use artifacts for fixing and ramp the most.

I could see them printing new CIPT legendary quad basic duals. They would likely be too slow for combo, even if they fix color requirements for little pain.
They would be useful in vintage and possibly legacy.

Commander decks

Legendary isn't just a thing you can add to make something harder to play multiples of. It needs to have some story-ish aspect to it, and usually doesn't want to be part of such similar bits across cycles. If they did do legendary 4 color lands, I think they'd each have a different mechanic to them, rather than all be the same.
Vivids seems very likely indeed.
4 vivids
6 Khans "Refuge" lands
4 khans/Alara tri-lands
Command Tower
Terramorphic Expanse
And basics...
The above are definitely safe choices, and all enter the battlefield tapped. Other than Command Tower, Wizards seems reluctant to print any dual land that doesn't have a enter the battlefield tapped clause.
Ravnica signets would be useful in these decks, but Wizards has said that they were "too powerful" in general.
Given past reprintings of dual lands, I think we might also see the Ravnica bouncelands (i.e. Azorius Chancery). The safest dual land I can see them reprinting are the Battle for Zendikar duals, because it requires you to have two basics already.
Wizards appears to want these Commander decks to play against each other in a slow-paced game. No one Commander deck in every yearly release can get a runaway start, even with an Sol Ring in the opening hand.

Would it be fair for the WUBR and UBRG decks to get Gem of Becoming? Maybe if the other three get Krosan Verge.

I think it likely we'll get all the appropriate tri-lands in each deck, for instance, the WURG one would have:
Jungle Shrine
Seaside Citadel
Frontier Bivouac
Mystic Monastery
Or at least, I think I'd prefer that to sets of 4 vivid lands if we can't have both.
