At the beginning of your upkeep, you may search your library for a card and put that card into your hand, then shuffle your library. If you do, each other player may search their library for a card, reveal it, then put that card into their hand and shuffle their library.

Whenever an opponent loses life, you may exile the top card of that player's library. For the rest of the game, you may cast that card from exile and spend mana as though it were any color to cast it.
Discard a card: Return Captain Deadbones from your graveyard to your hand. Activate this ability only anytime you could cast a sorcery.

Roldan, Master Craftsman - I'm a bit concerned about the P/T of this guy at just three mana. The blue and red effects seem alright, but the white one seems pretty lacking. I'd probably change it to a temporary +1/+1 boost.
The Dreadspore - I can get behind this. I'm not sure if the reanimation part is too good, but it's probably alright.
Nyran, Splendid Musician - It's a shame that multiple instances of convoke on a spell are redundant. I'm not sure if convoke is one of those mechanics that a deck is likely to have a lot of, but if it is, the redundancy might prove to be a problem. Other than that, I would imagine convoke to be best-represented in these three colors.
Omniscient Eye - Seems good.

Scries?
Yes, that's correct.
701.18b If a player is instructed to scry 0, no scry event occurs. Abilities that trigger whenever a player scries won’t trigger.

Vowels-Only Format Minimum deck size: 60 Maximum number of identical cards: 4 Ban list: Cards whose English names begin with a consonant, Unglued and Unhinged cards, cards involving ante, Ancestral Recall
Nyran, Splendid Musician - It's ok, btw, the correct wording is something like
Convoke
Cards you own that aren't on the battlefield have Convoke.
Convoke only functions while the object is on the stack, so giving convoke to objects that are neither on the battlefield nor the stack won't do anything:
702.50a Convoke is a static ability that functions while the spell with convoke is on the stack. “Convoke” means “For each colored mana in this spell’s total cost, you may tap an untapped creature of that color you control rather than pay that mana. For each generic mana in this spell’s total cost, you may tap an untapped creature you control rather than pay that mana.” The convoke ability isn’t an additional or alternative cost and applies only after the total cost of the spell with convoke is determined.

Omniscient Eye is horrible from a logistic standpoint. The players who want to play this are exactly the kind of people who will check everyone's hand and the tops of their libraries multiple times every turn just to make sure they don't "miss anything". Basically I just don't think that's feasible in paper magic.
Even "all other players play with their stuff revealed" would be annoying, but at least it wouldn't involve a game of duck duck goose trying to check everyone at the table.

"In the beginning, MTG Salvation switched to a new forum format.
This has made a lot of people very angry and been widely regarded as a bad move."
It was at that moment that I realized: I'm kinda just making these things up. We can just write the rules the way we want them to work. People will have fun, and people will get it.
If you're going to reference a card that gives things an ability, Chief Engineer seems like a better bet. Teferi has to affect cards where ever you can cast them, because you need flash to able to start casting it from there at instant speed. Convoke affects what you can do when you pay for it.
Roldan, Master Craftsman is a good tool on feet like Sydri, Galvanic Genius, I don't see why he has a 4/4 body (Mishra is special and weird). He seems more like a standard artificier character, 2/3 maybe.
The Dreadspore is good, already seen in a post before. For an optionnal converted reanimated things idea, I will prefer Fungus than Zombie, to feed another tribe and be synergic with Sporesower Thallid, Thelon of Havenwood.
I agree with MOON-E for Omniscient Eye : paper based Magic, cannot support this kind of effect. A good design but for digital based cardgame.
Yeah I was hoping someone would see that most of these commanders support an underrepresented tribe
