Seems a tad weak. Adding land types would give this a little bit of a bonus, maybe do that?

Which land types do you have in mind that don't change this card functionally but are a "little bonus"? Urza's Tower?

The card is fine as it is. It's similar to Cloudcrest Lake cycle and is the same rarity. It doesn't need the environment to have lots of charge counter just to be viable. At most it could be dropped to common, but its still complex enough to warrant uncommon.
And seriously what land types would you add to make it a little bonus? Basic land types? Nope makes the second ability useless and the card an alpha dual. Urza land types? Doesn't even make sense unless Urza part of the story. Gate? Locus? Niche cards that don't need support.

The flavor is 10/10! It's otherwise a fairly well-known design. In fact, I'd say it's somewhat a biennial design. That being said, this emergence is quite timely and more relevant (and less "weak") than ever due to the advent of C costs. Good call Rudyard!
@MOON-E - What do you think of these for Archester?

Just to explain the other comments in response to your suggestion: a land with a basic land type has the inherent ability to tap for mana of that color. (e.g. a land that's an Island automatically has the ability to tap for U)
