I like the idea of this mechanic, but turning into flying angels seems out of color for red.

But not for Boros
Not being cheeky though. The flavor fits Boros. It's mechanically acceptable in red because red gets big bodied flyers in the form of Dragons. The fact that the creature has to survive combat to ascend pushes it further into red territory imo. It's at least as red as Extort is white. Am I mistaken?

No, you are not mistaken. It's perfectly acceptable, especially in Ravnica. I'm just noting that it feels weird for red to get flying in such large amounts, especially at common. Dragons are usually rare, and there's not usually more than one red common flier per set.
Another issue I forgot to mention is that, as-is, all the creatures probably have to be humans, which is concerning. And it'd go against the flavor of Angels on Ravnica, as far as I know.

I really like the idea overall. But it irks me a lot that a giant soldier can turn into an angel.

I'm okay with every creature with Ascend being Human. Consider Level Up in which 14/24 creatures are Human. There's twice as many cards with Level Up as there would be with Ascend (24:12), and Level Up is in all five colors which begs for a variety of races.
That being said, are there any non-Human races that are affiliated with Boros that could palatably become Angels? I'd be happy to use them.

Perhaps a nice twist of Monstrosity. Ascended creatures become anthems that grant bonuses to all creatures you control. Note Leader is a creature type.

Yeah, there's really no reason they need to be Angels: they could just be 4/4s with flying and retain their types, the flavor being that the Angels grant them a blessing of some kind.
This is a very cool Inspired twist, and one can easily imagine the rares involved (free Ascend, cards that grant each creature Ascend, etc.).

Oh, oops, I actually hadn't noticed that the change was permanent. That does change the functionality of making bigger guys into fliers, but as long as they don't already fly it should be fine.
I also really like the idea of untapping with several Ascend guys and then getting to choose which one takes to the air. The idea of a bunch of grunts clamoring for salvation, and a Boros Angel granting it selectively, is very, very cool, and very Boros.
What if it pumped the creature instead of changing its base power and toughness? Then it could be flavored as just an Angel helping the creature and so could go on any type or size creature.

Ascend has memory issues since it lacks counters, unlike Monstrous and Level Up. How would a player differentiate between an Ascended Raging Fanatic to a vanilla one? There's also potential confusion with what other abilities the creature gets to keep once it becomes ascended.
I think an exploit approach may work better. "Whenever a creature ascends, [X]" This lets you control much better what you generate with it at each rarity (damage, lifegain, abilities, tokens...), but lets the effect scale too extort-style.

My issue with this mechanic is that reasonably-costed 4/4 fliers are far too good for common. That's near bomb-uncommon territory. Having a mechanic full of them seems hugely problematic.

Ravnica sets have so far both so far had +1/+1 counter themes, so what if this was an inspired+outlast variant?

Then you could have cards like:
Training 1W(Whenever this creature becomes untapped, you may pay 1W. If you do, put a +1/+1 counter on it.)

No, you are not mistaken. It's perfectly acceptable, especially in Ravnica. I'm just noting that it feels weird for red to get flying in such large amounts, especially at common. Dragons are usually rare, and there's not usually more than one red common flier per set.
