Inspired by Pyromancer's Gauntlet and Act on Impulse. Since Chandra, Pyromaster is the card that first gave impulse draw to red, it only seems fitting that an artifact associated with her would grant the ability as well, and Act on Impulse gives us a flavor basis.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

too good. Most of the time, this reads "tap, draw a card". If you're unable to play it and the card is exiled, so what? Board position is unaffected and the card might as well be in the bottom of the library.

Whoah, necropost! And no, because Suspend only replaces casting from your hand. If the effect doesn't tell you to draw a card or otherwise put the card into your hand, then the card can't be Suspended.
You know, I had forgotten that I suggested a Pyromancer's Goggles card last year. Now we have Origin's much splashier version. If I was going to design this now, I think I would go for something a little more risky:
