I took Angelic Arbiter and made it a legendary in the most controlling color combination to maximize the potential for a new, defensive commander. In addition to this, there is another enchantment for Azorius in my Ravnican Consortium set that has the same ability. Would you play this commander? Tell me what you think!

You can't possibly need this effect more than once in one set. I mean, it works and loads of people would play it, but it's definitely not fun. Like, the worst thing I could think of is making this sort of effect recurrable. Also, I'd say that 2/6 flying for 4 is a bit undercosted.
Really up to you on how you want to tackle this card. It's fine with a few minor adjustments, but intensely unfun.

What if it read each player and not just opponents?
I just wanted to make a new UW commander that focused on protecting you and persuaded your opponents to attack other people. I don't want to make it unfun but I do want to make it hard to or unfortunate to mess with this player.

In my experience, things that restrict everyone else's ability to do something like Arcane Laboratory, especially when it doesn't affect its controller, make people want to get rid of that effect/player because it makes everyone else have less fun.
To make players attack each other, you generally have a rattlesnake type effect (If you attack me, bad things happen to you) or an Edric type effect (you get good things for attacking people that aren't me). If you're actively being annoying to other players they're more likely to want you dead.
Okay I changed it once again to make it more passive and less passive aggressive. I also added a more basic second version just to see what people think about something like that. It's more of a friendly commander that lets you and another player gain life and draw cards. It's hardly the rattlesnake but much more of a Pheldagriff, playing a more political role than before.
I mean, it's not nearly as busted, because it costs infinite mana as opposed to 3, but it's still not that hard to turn a 4 player FFA into a 2 player game.
