A lot of the changes seem like pretty fiddly development stuff; very important, but hard to usefully comment on when we don't have any play experience and you've had multiple drafts.
When I look at decree, I see a card that I like at 5 mana, and I think I would keep it there. Any occasional annoyance it causes for drafters over 3-6 months will be outweighed by the increased casual viability in my opinion. If this isn't a design component your set cares about, 6 might be appropriate, although my theorycrafting says it looks really week at 6.
On another note, I really don't think this is primary in monoG. The towershell gets it in monoG for the turtle flavor+turtle drawback but as a global enchantment I think it's much better as W, WU, WG, or U. Obviously you've already got rare balance down pretty delicately, so I don't know if W or U have any feasible swaps.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
I know lots of these changes are kinda "fiddly," but I'm the only one really working on this set in RL. I want to get some more brain power on it if I can. I'm always looking for constructive input.
Theoretically, I really really like the card at 5 too. But, I'm worried about it -in practice- it really screws up combat. I attack with a weenie, but now I have to wait a turn until it "really" attacks. This gives my opponent time to play some huge monster to block with. Now, I don't want to attack into the brick wall, but I HAVE TO. My weenie gets crushed.
This card is very anti-aggro, and not just because it slows combat down by a turn ('reverse haste'). The bigger your guys are, the less relevant the effect. But, decks with small creatures that rely on well timed attacks will simply lose when this card comes down, I would think. This means -while the effect is symmetric- you can easily build around it.
But -on the other hand- I am worried that it might be completly useless at 3GGG or even 4GG (or 3XXX and 4XX if you don't like it being green, but I feel its a Lost in the Woods effect).
I'm learning there is a HUGE difference between 5, 6, and 7 mana...
