As a general rule of thumb, when you're making a cantrip, take an existing card that's similar without the cantrip effect, and add 2 to its cost.
Cloudbound Scout should cost 2 more. It cost cost 2U and be a 1/1 instead, or be a 1/3 for 3U.
Magma Invoker should be at least 3RR, possibly more. Compare Lightning Elemental, Regathan Firecat, and Goblin Roughrider: They're not very strong, but 4/2 for 2R is still above curve for red even without any other abilities.
Kurasin Pack Leader should cost around 5GG or be a 3/2. A 5/5 for 4 is already really really good for a non-rare creature, even in Green. Even as a 3/3, it would be insanely good in limited.
Phantasmal Nightmare should cost around 5BB as well, or be a 3/3 or 3/2.

Slash Panther was a decent limited card, a haste 4/2 that didn't use phyrexian mana would probably cost 2RR considering cards like Vulshok Berserker. However adding the cantrip here is just overstepping what is mostlikely acceptable. I think this need to 4R at minimum.

Cantripping white creatures are potentially color pie bending or breaking. The only monowhite cantrip creature ever printed is Wall of Omens which was a color shifted Wall of Blossoms.
I'd highly recommend not having a white cantrip creature and if you do don't make it even close to playable.

Theses stats are far too aggressive.
The closest comparison is an Abzan Guide (one of the best commons in the set....) and thats without even looking at the cantrip effect.
Yeah, most of these would still be playable (in limited) if they didn't cantrip. Cloudbound Scout is the only one that's near balanced.
Cantripping is a HUGE upside. You have to compare your creatures to existing non-cantrip ones, figure out the appropriate costs, and then add 2 to that.
Specifically:
Cloudbound Scout is OK. Storm Crow is already weak for its cost.
Magma Invoker should probably cost 4RR. Even five mana would be pushing it.
Kurasin Pack Leader should be made a 4/4 or costs 1 more.
Veteran Captain should cost at least five mana.
Phantasmal Nightmare should be a 3/3 or cost at least 7 mana.

Or is it a trigger for card's name? i.e. it enters the battlefield and you draw a card whenever a card named ~ enters the battlefield? But if it's a trigger for card's name, it's cumulative, you draw more tan one beginning with the second card you play.

Cloudbound Scout - The mana cost is right in between Surveilling Sprite and the several Aven Fisher variants. Draw on a death trigger can be slightly cheaper than draw on an enter trigger. Compare also the similarly costed Dream Thief which requires extra work to get the cantrip. I think if you want this to be an enter trigger, it might need to be 1/1 for 2U or 1/2 for 3U. But then it could also be a common which is fine for a blue cantrip creature.
Magma Envoker - sp: Invoke.
- For this to be 4/2, it would need to be at least five mana, but 4RR would really not be that unreasonable. Dropping it to 3/1 for 3R and changing it to a death trigger might be a slightly more playable option.
Kurasin Pack Leader - Close in cost to Pelakka Wurm, but in limited the difference between 4GGG and only 4GG is a lot. 5/5 for 4GG with a cantrip is close to okay for green, especially if you removed the trample. If you change it a death trigger and remove trample, this might even be okay for a common.
Phantasmal Nightmare - Drop the power a lot or remove the lifelink. Maybe as a 2/5 for 4BB?
- With lifelink, it seems like it should be a Vampire.
Vetern Captain - sp: Veteran.
- I would make this a 2/2 for 3W... But I would also make Shaman of Spring2G, so that is probably not the right cost for this card.
- Maybe if this was a death trigger instead. Would be a nice parallel with Aven Fisher: 2/2 flying for 3U and 2/2 first strike for 3W are both reasonable. The other remaining colors could work well with death triggers too: 2/2 haste for 3R, 2/2 lifelink for 3B, and an otherwise vanilla 3/3 for 3G.

"When" is used for events that are likely to only happen once (like this), while "whenever" is used for events that are able to happen multiple times. It is worth pointing out that this should just be "when", but it is not so big a deal that you should be confused by the use of "whenever".

That's only true for state triggers. They don't trigger if they already exist because they look for a game state to be true and would infinitely trigger otherwise. Entering the battlefield is not a state trigger, but rather a normal trigger that looks for an event to happen.

Ignoring cantrips:
Green is already pushed for an uncommon. The only 5+/5+s for <6 mana with trample are rares/mythics or have horrible drawbacks.
Red is a Slash Panther for 2 less mana or 1 less mana and 2 less life.
White is comparable to Porcelain Legionnaire.
Black is like Escaped Null that always has its power bonus and +1 toughness for 1 more mana. That's 12 point life swings if it hits a player.
Blue is Storm Crow. Closest to acceptable but compared to something like Elvish Visionary or Messenger Falcons it's quite a bit better.
