Jhovall Deceiver**3W
Creature — Cat Mercenary [U] 1: Look at the top card of your library.
Whenever Jhovall Deceiver becomes blocked or unblocked, clash with the defending player. If you win, Jhovall Deceiver gets +1/+1 and gains first strike until end of turn. (Each clashing player reveals the top card of his or her library, then puts that card on the top or bottom. A player wins if his or her card had a higher converted mana cost.)
[3/3]
Balshan Deceiver**1U
Creature — Human Mercenary [U] 1: Look at the top card of your library.
Whenever Balshan Deceiver becomes blocked or unblocked, clash with the defending player. If you win, draw a card and Balshan Deceiver gets +1/+1 until end of turn. (Each clashing player reveals the top card of his or her library, then puts that card on the top or bottom. A player wins if his or her card had a higher converted mana cost.)
[1/1]
Sengir Deceiver**2B
Creature — Vampire Mercenary [U] 1: Look at the top card of your library.
Whenever Sengir Deceiver becomes blocked or unblocked, clash with the defending player. If you win, Sengir Deceiver gets +1/+1 and gains lifelink until end of turn. (Each clashing player reveals the top card of his or her library, then puts that card on the top or bottom. A player wins if his or her card had a higher converted mana cost.)
[2/2]
Fomori Deceiver**4R
Creature — Giant Mercenary [U] 1: Look at the top card of your library.
Whenever Fomori Deceiver becomes blocked or unblocked, clash with the defending player. If you win, Fomori Deceiver gets +1/+1 until end of turn and deals damage equal to its power to that player. (Each clashing player reveals the top card of his or her library, then puts that card on the top or bottom. A player wins if his or her card had a higher converted mana cost.)
[3/3]
Shelkin Deceiver**1G
Creature — Ouphe Mercenary [U] 1: Look at the top card of your library.
Whenever Shelkin Deceiver becomes blocked or unblocked, clash with the defending player. If you win, Shelkin Deceiver gets +1/+1 and gains deathtouch until end of turn. (Each clashing player reveals the top card of his or her library, then puts that card on the top or bottom. A player wins if his or her card had a higher converted mana cost.)

Does that indicate a keyword or mechanical theme that I don't remember?
Also, I enjoy how the set title manages to connotate something completely different than the original card name did (which was just about Kakuriyo versus Utsushiyo).

Here's the relevant comp. rules:
509.1h An attacking creature with one or more creatures declared as blockers for it becomes a blocked creature; one with no creatures declared as blockers for it becomes an unblocked creature. This remains unchanged until the creature is removed from combat, an effect says that it becomes blocked or unblocked, or the combat phase ends, whichever comes first. A creature remains blocked even if all the creatures blocking it are removed from combat.
All it means is that the defending player has to commit to blocking the Deceiver or not before you resolve the clash.
Huh... that wording, "blocked or unblocked", is weird. I get why it's there - you get the bluff of whether you have enough to overcome their blockers or not, and they have to figure that out before the buffs happen - but it's still weird. I think a lot of people are going to not realize it applies to when you choose not to block them, as "unblocked" implies they were "blocked" at some point, you know?
I can't think of a better wording, unfortunately.
The cards themselves are very cool.

Is there a reason specifically the Jhovall are on Kamigawa?
Yes.
Here's the only additional hint that I want to give about that very central storyline spoiler: the Mercenary creature type has something to do with it.

I love how the Jhovall were the sticking point, and not, like... Irran Fomori, or Brownies of Shelkin.
The Cateran Guild is not running this particular operation.
Honestly, they don't even have the resources to pull it off.
Given that throughout the Mercadia story their entire personality was "We are broke and ugly, someone please hire us," that makes sense. But hey, maybe they'd classed up since then.

I just saw Jhovall on the first one followed by "Company Deceiver" (which is now Balshan Deceiver). I edited my post to include the Fomori and Sengir and forgot about the Shelkin (because it's one card from Legends and not very well established) but Guesswork I guess had quoted me before that.

Sorry, I've been going back and forth on the particular appellation for the blue one.
The Balshan Bay Company is an organization in my meta-storyline. I was wrestling with the question of how to name one of its agents in this particular instance.
The starting comparison is Abyssal Nightstalker:
"Whenever CARDNAME attacks and isn't blocked, ..."
Taking that straight:
"Whenever CARDNAME attacks and is blocked or isn't blocked, clash with the defending player. ..."
But that is kind of weird. I think refocusing on a different trigger might make it clearer. Some variations on other options:
"At the beginning of the declare blockers step, if CARDNAME is attacking, clash with the defending player. ..."
"When the defending player declares blockers, if CARDNAME is attacking, clash with that player. ..."
"When the defending player chooses whether or not to block CARDNAME, clash with that player. ..."
"When CARDNAME is attacking and the defending player chooses whether or not to block it, clash with that player. ..."
