EDIT: Bumped Order of the Cleft Sun up by 1, gave it +1/+0.
Worse in constructed barring lots of bounce or blink.
Much better in limited though. Sprite had a hard time countering centaur courser, let alone a rumbling baloth. This counters whatever you want until very late in the game and leaves you with a real body.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
Well, I could change it to "target spell with converted mana cost X or less, where X is the number of colors among permanents you control" but I don't really want to, as I've already slotted the other blue spectrum common to use "X" language.
Still, if it's gotta be, it's gotta be. I could also mess with the body. I'd like to stay at the 3U price point.
[EDIT]: I suppose I could bump him up to the uncommon blue slot, too. It's currently empty.
If you want to keep it at common I think that would be a good change, because it makes your actual spectrum count more relevant and leaves more room for your opponent to play well.

Customs Adept is easily better if the format is slow enough that Seed of 4CMC is a real card. (Though the same is true of any creature with an ETB ability.)
It's definitely a balance question for the Seeds themselves. Customs Adept won't be the only creature in the meta with an ETB ability that players will want to recur with those, to skirt the tempo restrictions I placed on them.

Do you think Customs Adept is better or worse? I was trying to make it worse.
