This turn, creatures you control can attack at tough it were you turn (they can still block. the opponrnt can block those creatures as well).
I'm not even sure what it's supposed to do from a rules standpoint. You'd have to rewrite the *entirety* of the combat phase in order for this to work.
Much easier to give a player a combat attack phase.

This idea seems to come up a couple times a year. The massive rules changes that would be required for this just aren't worth the relatively small benefit.
Oh definitely a good design area for a silver-bordered uncard. The simplest version would be an enchantment that lets you attack during each other player's attack phase. But if you wanted to push it just a little bit further, you could even skip your turn entirely and play during each other player's turn as though it were your turn: You untap during their untap step, your upkeep abilities trigger during their upkeep, you draw during their draw step, you can play lands and cast spells during their main phase, and you can attack during their combat. That is a card that works intuitively, but does not work within the rules of the game, so it is perfect for an uncard.
