If a player would draw a card, instead he or she puts the bottom card of his or her library into their hand.
Had an idea for a card that 'turns your library upside down', it also locks you out of the top of your library and really hurts tutors that put cards on the top of your library.
Why does it cost so much? Is there some interaction with other cards that I'm just not aware of? I mean, there is no theoretical difference between drawing the first card of your library and any other card, and its not like there are all that many cards which put things on top of libraries, or care about the top of libraries. So, why 5 mana?

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Are there any cheap repeatable cards like Impulse? Without trying to search for cards like that, I would think this could be an artifact for one or two mana. At two mana it could probably even cantrip like Tsabo's Web.
I was just trying to keep it at a reasonable cost. 5 felt right, but I could drop it to 2 mana.
It also makes any card that sets up the top cards of your library useless. Last I checked Sensei's Divining Top was still good.
This card does work well with Scry and cards such as Reito Lantern and Soldevi Digger.
If you had either of those out, you could keep on putting a card such as Brainstorm or Time Walk or any other useful spell on the bottom of your library and keep drawing it over and over.

If you scry and don't like the cards, just put them on top of your library. Thus you'll never draw them.
The problem is that usually a card you put away with scry is gone "for good" while repeatedly scrying (especially scry 1) means you will see the card you "put away" every time you scry from now on.

This is actually more of a red ability to me. I would lower the cost and add widespread panic's effect to it.
