rebuff the wicked is 1cc. Cantripping is iffy to cost, but at the bare minimum it should be a +1. Being a permanent effect is also hard to cost, but also should be a bare minimum of +1. Unfortunately, making it 5cc would make it unplayable.
Shielding Plax does benefit from flash more than most cards, but it wasn't too powerful to begin with. I'd probably go with . That has potential for some constructed play (although I don't believe Hindering Light actually did anything), so you could kick it to CC, CD, or 2C out of green, blue, or white depending on exactly what goals you wanted it to fulfill.
Edit: Creature to permanent isn't irrelevant of course, but I don't think it provides enough extra functionality that is unreasonable.

So, 2W or 2G if costed aggresively.

And it has a draw cantrip, so that adds a little more blue feel to it.
And it has instant speed, so that makes it more reactionary, thus, able to stop your card from being targeted, and waste an opponents card.
I like thinking of it as GWU or maybe take out one of those mana symbols, and add 2 for it if you don't like three colors.
