Grimm, The Reaper1
Planeswalker - Grimm
Loyalty: 3
+1: Until your next turn, Grimm gains "T: Target creature gains deathtouch until end of turn. Regenerate that creature."
-1: Put the top three cards of your library into your graveyard, then return up to one target creature card from your graveyard to your hand.
-7: You get an emblem with "Whenever a creature you control would be destroyed for the first time each turn, if that creature hasn't been regenerated this turn, regenerate that creature."
(+1) - Sure. Usually, +L abilities shouldn't have the word "target" in them, to prevent them from not being able to be activated with the lack of a creature, but this circumvents that guideline quite nicely. Unfortunately, it also can confuse people and make players think that they can't attack Grimm because he's tapped, which of course isn't true.
(-1) - I'm not sure if this was overlooked, but you can't return a creature card that was put into your graveyard with this ability. The cards are put in the graveyard as the ability resolves, which is after the target is declared.
(-7) - Doesn't seem too exciting, in my opinion. A more offensive-oriented ultimate would be cool, like if the emblem gave your creatures deathtouch or something.

Hmm, what if I changed the -1 to say "Put the top three (or 5) cards of your library into your graveyard, then choose up to one target creature card in your graveyard and return that card to your hand."?
Aight, thanks. Not quite sure what to do with the ult, but that wasn't really the focus of the idea anyway.
Here's another: Cymede, Prophet of Keranos1UR
Planeswalker - Cymede
Loyalty - 3
+1: Look at the top three cards of your library, then put them back in any order.
-1: Until your next turn, Cymede gains "T: Exile the top card of your library. You may play that card this turn."
-6: You get an emblem with "Whenever a creature enters the battlefield, you may have this emblem deal 2 damage to that creature. If you do, that creature's controller draws a card."
The ult here is actually my speculation on what Keranos was gonna be before he got spoiled.
(-1): Why not just have the effect be to exile the top card of your library? If the exile is optional, then you could at least make it "You may exile the top card of your library. [...]"
(-6): Seems a bit feel-bad, as you don't really want to damage their creatures but let them reap some benefit out of it. It also doesn't have that much of a "wow" factor, but I'm not sure how much of a "wow" factor a three-mana planeswalker can possibly have.

I think 3 is powerful enough.
