It has been a long and challenging college semester for me, and I have stepped away from my unfinished set Nazura. I haven't had time to create more cards for it, and I don't know how to work these forums as well as the old ones. For one, I don't even know how to use spoiler tags to make things hidden. Anyhow, I have still been creating cards. I have been thinking about creating a set that has no outside abilities (No Keywords) so it's pretty much along the lines of a Core Set. In fact, it might be my "Core Set" for Nazura, when I get the time to finish that. Anyhow, I have still been designing simple cards, and trying to focus on the original themes, designs, and ideology of each color. I wanted to give you guys a sneak peak at what is to come.

EDIT: I've also been thinking of a plane to base this set on. Nazura is a plane similar to Zendikar, and I don't want to do one that's too similar to that. I was thinking about doing a Central and North American-themed set, or having this "Core Set" take place on Shandalar!
Pheonix -- compare to squee, goblin nabob, which is 1/1, legendary, AND highly competitive. Increasing the cost my R doesn't merit making it an actual combat-capable card. Being a 3/3 flier is significant, because there are many games where squee ends up being a blocker or attacker.
Gravelord's chant -- I'm not sure what "during each of your turns" means here. Can probably be simplified to "You may cast creature cards from your graveyard." Sure, you might end up being able to cast flash creatures during the opponent's turn, but this card is already made for combo.
That being said, this is too much for standard if graveyard hate cards aren't also printed in the set.

Thanks for the edits. I'll try to discuss these in the order of your discussion. The Phoenix is good, but I was trying to keep it along the power lines of Firewing Phoenix but now I see that this card is pretty good. I can give it a different resurrection clause if I have to.

After creating more cards for the set I will come up with a final decision!
There is graveyard hate, but not in the traditional sense. There are a lot of different ways to neutralize the graveyard without being completely destructive on black, and I gave one or more to each color in case my reanimator style cards get too strong.
