-7: You get an emblem with “The “legend rule” and “planeswalker uniqueness rule” don’t apply to you”. Search your library for any number of Multis cards and put them onto the battlefield.
First ability is probably too good for a 4-drop walker - no other one gives you multiple tokens for that cost. By contrast, the -3 is underpowered, it turns him into a Clone token (much more vulnerable than nontoken) with higher color requirement. The ult is REALLY cool, I absolutely love it. You'd wanna search for "any number of cards named "Multis, the Multiple Man"" to make the text work, make sure to "Then shuffle your library." at the end of it.
My suggestions for balancing are to have 1 token on the +1 but make it a more unique token (UG has lots of strangeness available to it - exploit it) and make the -3 either into -2, or buff the token somehow.
Whoa, yeah, totally forget the shuffle clause on the ultimate. I think the "any number of Multis cards" works as is, search it implies the subtype "Multis" and would allow you get other versions of this walker. It's similar to - for example - Spawnsire of Ulamog.
You're absolutely correct about the +1, making two 1/1 is too strong, but I was thinking it should be two to play into the "multiple" theme. Maybe a way to balance it would be to have them ETB tapped, which I don't really like, it makes them feel like zombies. Another alternative is to push the CMC to 5, since Garruk@5 produces a 3/3 on his +1.
Having the second ability be -2 sounds about right, since it is still less efficient than Cackling Counterpart.

Since the second ability already uses a token (and in a better way), could the first find some other way to utilize the copy theme? Would something like Cytoshape be too good fpr +1? or too similar to the clone token?

The minus ability could probably be "search your (or even opponent's, if you make it more expensive) library for creature card of the same name, put into battlefield." This cuts down on the number of potential different tokens that will be cluttering the battlefield.

+1: Put two 2/2 Blue and Green Shapeshifter creature tokens with Changeling onto the battlefield.
0: ~ becomes a copy of target creature on the battlefield until end of turn.
-7: You get an emblem with “Whenever a creature enters the battlefield under your control, put a token that's a copy of it onto the battlefield.”
He doesn't exactly have the same flavor as your original, but he has great flavor for a UG combination, as well as the clone/shapechanger theme.
That emblem doesn't pack nearly enough bunch. However, I like the idea of the +1 making Shapeshifters with Changeling (not two 2/2s though, way too strong).
