Lord: I LOVE the idea, but I'm not sure it's in the right color. White doesn't usually like change of control, but blue doesn't usually care about p/t, so maybe a white/blue card? The name seems *meh*; let's get some descriptives, eh? "Lord of Less", "Lesser Lord of Llewelyn", "Lord of the Meek". Finally, wording:

Night of Carnage - There's this sort of unwritten rule about not touching an opponent's library (not "deck"). You can still have this effect, however. For how to word it properly, see Guided Passage. The card's effect itself is actually not that powerful, in my opinion, and can easily benefit the opponent if he's playing heavy Odyssey-block. It could probably stand to cost :1mana::symb::symb:.
Goblin Surveyor - This is definitely a multicolored card. The first triggered ability is green, as is the mana ability itself. You might want to consider counters with names a little shorter than "cartography;" perhaps "map counter" will do the trick.

Goblin surveyor- hmm. I'm ok with the destroy trigger, but the playing land trigger really feels more green- red generally likes to either play as little land as possible or destroy land. Personally, I think it should be a 2/2 for 1RG. on the other hand, this is stupidly powerful with something like a cycled decree of annihilation, but since there are no (relatively) cheap 'geddons, I think tat it should be fine.
Edit: equipment hoser- I love the idea: all equipment suddenly have the same card disadvantage characteristics of local enchantments. I don't know whether or not I'd actually play it, but it's a cool idea non the less

Locust Breeder gets kind of insane if there are other Locust creatures available. At the very worst, you could make a GU deck with Mistforms, and get crazy with the Locust-making. And the Locust-pumping is crazy with either the Mistforms or Artificial Evolution.

A utility card, nice. I think you should have the player shuffle the library after you search for the land, otherwise it is too powerful. Oh, and the casting cost is too high, maybe or and :symb::symb::symr::symr::symg::symg:. Interesting legend, and the flavor text was great.

Marvin - I know I shouldn't comment so serious about cards like this, I'll still do This card is far too powerful, you're getting a 3/5 creature that can singlehandedly kill over 60% of the creatures out there without getting dirty itself, and at to go with it....so he's available to any color. I would suggest to make it cost a little more and make it lose the activated ability with something more balanced, and maybe yet more powerful.

Opal Myr: I LOVE it! But I would definately change it to "Myr Mox" or "Mox Myr" or "Moxen Myr" since Opal usually denotes white (see Opal Acrolith, Opal Archangel, Opal Avenger, etc.). Definately unabusable since there's (as far as I can tell) no way to bring him out first turn. He could probably be an uncommon. Very nice idea.

Iron-Ring Recruiter: Wow. Quite a little beatstick. Unfortunately, a 1/1 or 1/2 completely negates his ability (if he kills the creature, you won't gain control of it), so I think he's balanced. This would be fun in a burn deck using spot removal to mangle all the little creatures and then forcing them to choose between 2 damage each turn or potential loss of a larger creature. Nice concept, nice flavor, balanced. Good card.

Hebdomodal Enchantress -- No reason, as a Goblin, that it can't be red, as Shatter and all its variants prove. However, it is most certainly not an Enchantress, and not really a Sorceror. Shaman, perhaps?
As for the card mechanic, it's less useful than, say, Scavenger Folk; you only have a narrow window to decide whether it's important to turn that AEther Vial into junk, as opposed to paying mana (and such a small amount) for the luxury of doing it at any time. Le Chat would rather bear the small mana cost.
