I don't see how the flash really helps with this, since modes are already chosen as part of casting the spell. Also, I'm not sure how this would work with something like Deceiver Exarch - after you choose the mode, your opponent then chooses the target?

(Playing Magic 2013 on iPad made me realise that Nicol Bolas really likes playing Edicts when your second creature is on the stack, ergo, that must be a good thing to do. I wonder if this would be a good but wouldn't-come-up-as-often-as-you-expect kind of card.)
I think that it's too good for the cost. Diabolic Edict is :1mana::symb: and Essence Scatter is :1mana::symu:. As this is putting both effects together and on one card, I feel that increasing the mana cost to 2UB is prudent. The fact that you must have a creature spell to target to use it makes it more restrictive, which is why I go here instead of to 3UB (as the fact you only need to use one card has to weigh in as well).

Really? I think it's fine. It's a very situational spell, as to use it to its capacity you need a creature spell and an Edict-worthy board facing you, neither of which are that common. I'd say it's fine where it is.

Interesting concept and good flavor - it's too bad they didn't go with more namesake stuff for the PWs outside of core sets. He does need a P/T though (I miss that too sometimes), but I'd envision him being a solid 3/3 or something for that cost.

Interesting. Helpless against many removals, but overall powerful. Not sure if 3/2 is the correct stat, and not to mention that first strike can be made redundant if you can churn out enough creatures to always give this a pair.

I like it, in that it gives blue a roundabout way of exiling. It gets crazier with first strike and power boosts (I would love to give this guy a Runechanter's Pike), which blue doesn't get much of. The only critiques I have is that, firstly, it seems to be able to get this going with non-combat damage, which could be a bit OP (but perhaps not, that's a lot of setup), and secondly the wording may need to be fixed up a tad, to something like:
'If ~ would deal damage to a creature, instead exile it with a number of time counters equal to the damage that would have been dealt this way, and it gains suspend.'
Could even make for an interesting keyword if they were to bring suspend back... '

Maybe a 1/3 for 1UU? At uncommon I think it could be a 1/1 for U... powerful "equip me" bait...
2/1 for 0 is pretty strong, and the drawback isn't really much of one. That said, I love me some broken artifacts

It's an interesting mechanic, but it seems very narrow. It's much harder to build around this than something like madness.
As for my proposed card, I think it's best as mono green - Natural Order, Momentous Fall, Greater Good, and Birthing Pod, among others, show that green is quite willing to sacrifice creatures for more cards or bigger creatures, and I do not think it is necessary to include B in the cost.
