If you're gonna pick nits about the rat/mouse thing, cast > play. SO THERE.
Seems interesting. I really can't tell about this card. I suppose its best use would be to play color-intensive instants without needing their specific colors, as well as being able to scope for counterspells. It just seems weird, I would say. I don't know if this idea would go anywhere. I don't think the card can be improved on, it's just the concept is... weird. And that's really the only way I can put it.
Key to the Netherworld4
Legendary Artifact (M)
You may choose not to untap ~ during your untap step.
At the beginning of each player's upkeep, if ~ is tapped, that player may put target creature card in his or her graveyard onto the battlefield. 2: Tap ~.
Interesting. Without ways to untap this, everyone will benefit for at least one turn of this being tapped. Nevertheless, since this is a repeatable reanimation, and artifact at that, I think the cost needs to be higher nevertheless. Sides, think of Tormod's Crypt.
Briarwarden Isenon1G
Legendary Creature - Elf Shaman (R)
Whenever damage that would be dealt to an opponent or a permanent an opponent controls is prevented, put a 1/1 green Saproling creature token onto the battlefield for each opponent or permanent from which the damage is prevented. T, tap two untapped creatures you control: The next time target creature would deal combat damage this turn, prevent it.
2/2
The first part of the elf's effect is quite a mouthful, but I think I understand it. Is like if they use Fog, you get a bunch of tokens to beat their face in next turn, right? Or is it if you prevent that damage? Either way, it's pretty damn awesome. Fog + Parallel Lives sounds pretty convincing right now.
Ugin, the Awakened18
Legendary Creature - Spirit Dragon
~ Can't be countered
When you cast ~, your opponents exile their hands.
If ~ comes into play from anywhere but your hand, you lose the game.
When ~ comes into play, destroy all non-land permanents.
When ~ attacks, you may pay X, if you do, defending player sacrifices X permanents.
"I will destroy everything in my wake, if that is what it takes to slaughter Bolas." - Ugin
21/21
I wanted to give Ugin that "Game ending" feel, and try to reflect his ultimate knowledge of colorless magic, WHILE still being furious for what Bolas had done to him. And he needs to be able to block Marit Lage.
Messenger of Liliana: Since the rat-generating ability requires casting black spells, you can make the creature's mana cost more splashable. :2mana::symb::symb: is fine. The card itself doesn't seem to compliment Liliana very well.
Towering Splitbark :1mana::symg::symg:
Creature - Treefolk
Trample
Towering Splitbark enters the battlefield with five +1/+1 counters on it.
Whenever a creature enters the battlefield under an opponent's control, that player may pay :1mana:. If that player does, move a +1/+1 from Towering Splitbark onto that creature.
0/1
Looks nice, I love the design idea. I don't think it seems underpowered or overpowered. Good card!
Blackthorn Tarantula4BG
Creature - Spider (R)
Reach
Whenever ~ blocks a creature with flying, ~ gains deathtouch until end of turn. 1BG: Target creature an opponent controls gains flying until end of turn.
2/8
~ Power and Toughness are each equal to the number of Instant and Sorcery cards in your graveyard
Whenever ~ becomes the target of a spell, you may Exile two cards in your graveyard, if you do Put a token that's a copy of ~ creature onto the battlefield

zedruu, read the rules before posting. You have to critique the card above yours if you post a new card. As for your card, first of all, there is no way that that should be black, and there is really no way that should be red. That is mono-blue. Also, it's convoluted and doesn't have a point.
I'm gonna repost my card because it hasn't been critiqued yet.

Bolowhip Widow1BG
Creature - Spider (R)
Reach, Deathtouch
~ can only block creatures with flying.
Whenever ~ blocks, it gains First Strike until end of turn. 1BG: Target attacking creature an opponent controls gains flying until end of turn.

Anyways, here's one:
PickpocketXB
Sorcery
Target opponent reveals their hand. Choose an artifact card with a CMC of X or less. You may play that card without paying it's mana cost. If you do not, that player discards it.
Transforming BarrierWU
Creature - Wall
Defender
Whenever ~ blocks, it gains +0/+X, where X is the power of the creature it is blocking.
0/1
I like that design... but it's overcosted I think? Maybe if it had flying it'd be worth it.
Colorbind1UU
Enchantment
Whenever a creature attacks, chose a color. That creature can only be blocked by creatures of the chosen color until end of turn.

o k...
my critics was the entire skill set doesnt seem necessary at all, its ability was a waste of words rather than just give deathtouch at all.
it was just like creature Deadly Recluse except with greater toughness and prodigal ability
maybe you want to make it as complex creature by adorning him with some unique ability.
but trust me in real game its effectiveness was nothing compared with Deadly Recluse or even Silklash Spider which can wipe out entire fliers judging by its mana cost, and simpicity.
maybe you could try mechanics around flying ability removal... its more make senses than give flying on opponent creature, Londonart suggestion also a good one
Re: Colorbind...could be fun in multiplayer, gives you a little bit of a bargaining chip. I'm thinking maybe it could be blue/red--possibly hybrid--so that its controller might be able to utilize it with his/her own dudes.

Enchanted creature may only attack alone.
Enchanted creature can't be assigned to block a creature if another creature is assigned to block that creature.

Enchantment
Lands entering your opponents control gain suspend 1.
Not sure this is remotely plausible rulewise... but I get what you're going for. Still, you could probably do the same by saying they come into play tapped w/ a depletion counter or something. 4 mana seems a bit much for basically a kismet on lands only...
Piper's Flute3
Artifact
Discard a card, 1B,T: Target opponent discards a card, then put a 1/1 black rat token into play.
As you worded it, it doesn't do anything. But I know what you mean. Assuming correct wording, seems good! It costs too much to really be backbreaking to an opponent. Maybe make it blue/red?
Lift to Safety2W
Instant (C)
As an additional cost to ~, sacrifice a creature.
Counter target spell or ability targeting a creature you control with converted mana cost less than or equal to that of the sacrificed creature. It's okay. You'll be safe here.
Oi, was Rebuff the Wicked so problematic that it demanded a nerf? And saccing dudes as a cost on a monowhite spell, no less!

Servitude Unto Death3B
Enchantment - Aura (R)
Enchant nontoken creature or creature card in a graveyard
When enchanted creature dies, attach ~ to that creature card if it's in its owner's graveyard. 3B: Put enchanted creature card from its owner's graveyard onto the battlefield tapped under your control.
I'm not so sure if that wording works with the rules due to how SBA's work. Might I suggest "When enchanted creature dies, return ~ from the graveyard to the battlefield attached to that creature card." Other than that, it's a reasonable card, probably playable in some sort of black control deck.
One from me with a very Innistrad feel to it. Very much a parallel/update to Gather the Townsfolk
Call the Militia :symr::symw:
Sorcery (U)
Put 2 1/1 white and red Human Soldier creature tokens with First Strike and Haste onto the battlefield. The militia of Thraben stands ready to defend its homeland at a moment's notice.

Dreams Undreamt2U
Sorcery
Exile the top seven cards of target opponent's library. Until end of turn, you can play up to one instant or sorcery card exiled in this way. Blue mana may be spent as any color mana to play one of these cards.
Well, I figured that Gather the Townsfolk and Dragon Fodder (Krenko's Command, if you prefer) showed that both colors get access to 2 1/1's for 2. With the significantly more restrictive casting cost and a bump from common to uncommon, that's where I ended up. I was definitely pushing the power level on that, but I figured that 2 abilities were right for that card. Would Vigilance/First Strike have been slightly weaker?
For Dreams Undreamt - it just seems like it's going to whiff too often if you play it early. What if the spell's mana cost was reduced by up to :2mana:?

It's OK if a bit overpowered. I'd say you can tack the cost up to 3U or 1UU. I like the idea, though.
Spark Disappearance2UU

Instant (R)
Put a X/X Planeswalker creature token onto the battlefield under target planeswalker's controller's control, where X is the number of loyalty counters on that planeswalker. Then exile that planeswalker.
I'm assuming you're making a token that is both a planeswalker and a creature? If so, you have to give it X loyalty counters also; otherwise it'll be put into the graveyard next time SBAs are checked.
After that, the card is good. 4 mana to not only exile any planeswalker but give the controller something else makes it fairly balanced.
Divine Shields1WW
Enchantment (R)
If a spell or ability you control would prevent damage, it prevents twice that damage instead.
If a spell or ability your opponents control would prevent damage, it prevents half of that damage instead, rounded up.
It's alright, but typically white prevention spells are prevent all damage, so doubling it wouldn't really help.
Also halving an opponent's prevention, isn't really white.
Maybe a gain back the life you equal to the damage you prevented.

So, like, :2mana::symu::symu::symg::symg:: "You can't be attacked forever and your opponent will run out of spells in two turns."
This seems too good. Being able to completely shut down creature combat makes this card simply too good with Planeswalkers if your opponent has no way of destroying a creature (i.e. green decks, red decks, which aren't getting through that x/10 backside).
