I don't know if a cycle is appropriate... but the wish-effect is a nice, shuffle-free way to get players to play a variety of spells somewhat reliably. The ability to get sideboard removal is pretty darned good though... but not what blue'd normally do. It's also worth noting that you could run a few copies of your finisher instant in your sideboard instead of your deck, run lots of counterspells, and then pitch a useless counter to get your combo or finisher piece with this guy...
Gregarious Mage is an interesting design. I think it probably needs some play testing and number-tweaking to get it just right though. As it is right now, I think it might be a bit strong in casual play where outside of the game means anything in your collection. You might also want it to check exile to keep it from comboing with cards like Rest In Peace and flashback spells.

I think you misunderstood. Since it lets you 'wish' for anything but cards in your graveyard, if you have Dryad Militant out, you can just have a stack of, say, lightning bolts or any other instant and keep wishing for the same card every turn. If it kept you from wishing for cards in your graveyard and in exile than it leads to more interesting decisions turn after turn.

First, it's weird seeing a lightning helix effect on a RB card. WR or B? Sure.
Second, I don't see why this needs to say "When you cast ~" - it's just anti-counterspell language, and if that's the role of red on this card... it's unsatisfying.
Third, ignoring the bounce effect (which has some serious problems I don't want to talk about here), it's way undercosted. A 2/2 flyer MIGHT be able to be printed at RB, and "legendary" doesn't seem to doing anything there and is sort of weird with the bounce effect.

Kin(g?) of Shadows - I don't like the 2nd effect. If you're going to have a shade army - then I like it that you have to decide how to spend the mana. You'll rarely use the last ability, and it's weird he can't pump himself alone.
My recommendation would be to make this guy a fattie - there's precedent - Ihsan's Shade - and you can just give him the same +1/+1 effect as the tokens, or have him get +1/+1 whenever you activate a token's effect. If this guy was a 5/5 legend for 3BBB with the nontoken shade token making effect and some variant of pump himself, it'd be pretty boss.

I like mirrorspook, it cost one less than typical clone effects, but only lasts one turn. I feel like you could even get away with it returning to the player's hand at the end of their turn rather than sacrificing it. Alternatively you may even be able to get away with a RR cost so long as it exiled itself instead of sacrificing, in a way that would make it quite similar to Twinflame, but with the upside of being able to copy opponent's creatures.

In vacuum, this means that if this guy is the only guy on your field, any permanent other player controls that has cmc not equal to 3 will boost this guy up. Could be huge in the right situation, but otherwise meh. In vacuum, this means that if this guy is the only guy on your field, any permanent other player controls that has cmc not equal to 3 will boost this guy up. If you can somehow rid yourself of all lands, suddenly those 5+ lands your opponents have boost this guy. Comments?

This is the type of card you would have to see in set, but it's fine for everywhere else. I almost would say it's too weak; no fetchlands, no Shocks, just basics makes for a very strained mana base.
I recently had to question why the Phoenix, a deathless bird by any mythology, has never been put together with a magic that tries to defeat death.

This seems like it has almost too much going - I could see stripping out the sac ability, maybe beefing up the second tap ability, and making it legendary.
