I would've imagined Merveil is a Human/Zombie/Horror with transform ability, but considering what happened, this probably suffices. Anyway, this looks decent. Hefty cost, but terrifying abilities. Should be ok as a super beatstick Commander for trample-based deck.
So, a few cards in the rumor mills give me an impression that Shadows Over Innistrad is going to totally overturn the happy ending that is Avacyn Restored. Thus this card.
Angel Of The Fence3WW
Creature - Angel (R)
Flying
Non-Angel creatures get -2/+2.
Whenever a non-Angel creature attacks, tap that creature and it doesn't untap during its controller's next untap step. Then put a +1/+1 counter on Angel Of The Fence. "I implore you to leave these matters in our hands."
3/3
I like this card. But maybe call it something other than a wall? Great symmetry between the two effects, fairly costed. I actually kind of want the counter half of it to be stronger.
Common AssassinB
Creature - Human Assassin (C)
Skulk, Deathtouch
1/1
That's pretty reasonable. I hope that isn't a placeholder name, though! I like the idea of that being its exact name.
-, Thought-Inverter WUBRG
Legebdary Creature - Spellshaper
Non-land cards in your hand have madness. Their madness cost is equal to their mana cost. 3, , Discard your hand: If you discarded five or more cards, simultaneously untap all other tapped creatures, lands, and artifacts and tap all untapped creatures, lands, and artifacts. Play this ability as a sorcery.
2/6
Blisterstorm- Excellent design! Even if you built a deck around it, most of the times they do have a couple of basic lands in play and this cards by itself does not win you the game on the spot, thus balancing the card. Sure, there are decks like tron that get rekt, but most 1 or 2 colored decks should have no major problem. The colors are fine, though you would have to heavily rely on red rituals and without U card drawing will be somewhat clunky, to have the steam running.
Nice job man!
Since Innistrad is almost here:
Tilbalt, Blood TherapistBR
Planeswalker- Tilbalt (MR)
+1: Discard a card, then draw a card. You lose 1 life.
+1: Put a -1/-1 counter on target creature. That creature can't block as long as it has a -1/-1 counter on it.
-5: You get an emblem with ''Creature cards in your hand have madness 0''
loyalty counters: 2
The price seems abit low here. I'd be more comfortable if it cost 3 total if not 4 (with more loyalty)
The first ability is fair.
2nd ability is probably too good, since it's a 2 drop that can kill a 1 drop and get bigger.
3rd ability is an emblem, so nonsense I think.
Sliverskin Armor1
Artifact - Equipment (U)
Equip 1
Equipped creature gets +1/+1 and is a sliver in addition to it's other types.
Hrmm is pretty close toruned stalactite, maybe close enough to be redundant. I think on one hand, its got potential as filling out limited drafts, because if you picked up slivers and then some non-slivers, it would let you get those bonuses on them. But on the other hand, its the kind of ignorable rules text in constructed- if you make a sliver tribal deck, its very unlikely you'd want non-slivers in it, so the subtype granting does nothing. And since wizards moved away from global slivers to one-sided effects for whatever silly reason, this wouldn't hose enemy sliver decks by leeching their abilities either. The other problem is that leonin scimitar is still a fairly underpowered card at uncommon, while at common equipment are too oppressive, though its no bonesplitter.
Bane Alley CutthroatB
Creature - Human Rogue (U)
Deathtouch
Whenever Bane Alley Cutthroat blocks and isn't blocking alone, Bane Alley Cutthroat gains first strike until end of turn.
1/1
Good calls. It's probably better at common. And I'm kinda hoping it's a good card to use and "accidentally" have your guy gain sliver powers against opponents. That said, maybe it needs to give all slivers that creature's abilities - that'd be uncommon or rareworthy...
Bane Alley Cutthroat - I really don't like the idea that you have a good blocker in black. It feels wrong. I kind of like the "if it double blocked, effect" thing - maybe try it on a white guy with vigilance? Have it give first strike to both blockers???
Haunted Armor3
Artifact - Equipment (U)
Equip - Pay 2 life.
Equipped creature gets +2/+2 and First Strike 3: ~ becomes a 2/2 knight creature with First Strike until end of turn. Play this ability only if ~ is not equipped to a creature.
A bit too busted even at that cost... or should I say, the P/T-cost ratio needs adjustment. This probably needs to cost 8 mana. Twilight Shepherd isn't exactly this strong...

At the beginning of each opponent's upkeep, that player exiles the top card of his or her library face down. Put that card on top of its owner's library at the beginning of the end step. It knows what you desire, and it knows how to keep it away from you.
4/3
So they never draw the card? Interesting concept, but I don't see why you should give instant speed card draw a way around it. Maybe make it a rare, and cost it effectively, and just have it exile the spell until ~ leaves play?
King Basilisk3GG
Creature - Basilisk (R)
Deathtouch
Whenever a creature with deathtouch would deal combat damage to ~, put a +1/+1 counter on it instead.
4/6
My goal was to make a big creature that would be "cool" and a possibility for highlander...
Not a bad flavor card for deathtouching baskalisk.
Garruk, Affected 1GG
+1 Put two -1/-1 counters on target creature; if that creature is a Eldrazi it's owner sacrifices it.
-2 Put two 1/1 black Wolf creature tokens with deathtouch into the battlefield.
-8 Each opponent gets 1 poison counter. Creatures you control get +8/+8, infect and trample until the end of the turn.

Devastating Blow 1RG

Bolas - I have two criticisms for this. The first is the ultimate is way too powerful. I don't think it could be printed on a card due to thing like doubling season. Second, there may be too many characters to logistically fit into the frame.
Flavorwise, it is a very fun card. Probably too much going on though.
Dain Tombarm, King of Kadesh 3RR
Legendary Creature Dwarf R 2RR: Until end of turn, damage can't be prevented.
Sacrifice a Mountain: CARD NAME deals 2 damage to target creature.
3/4
It started with the damage going to creature or player, but that just seemed too busted.
Dourbrood MatriarchBBBB
Creature - Horror (M)
Menace
At the beginning of your upkeep, starting from you, each player may pay 4 life. Each player who does puts a 4/4 black Horror creature token onto the battlefield under his or her control.
Whenever Dourbrood Matriarch attacks, defending player loses 4 life unless he or she controls more Horrors than you.
4/4
I like the idea, but I think it would be more of a dilemma if you chose last and the life-loss was "unless they control as many Horrors as you". So the other players have the choice to pay life for a horror they might not need, but if they don't, you might surpass them and cause life loss anyway.
Ned, the Stubborn - 1B
Legendary Creature - Human
When ~ dies, return it to the battlefield under your control, transformed.
1/1
///
Undead Ned
Creature - Zombie (B)
When ~ dies, put a 3/3 black spirit creature token with flying named “Ned’s Spectre" onto the battlefield under your control.
2/2
Wouldn't this just be better as a creature that put a token onto the battlefield where the token was also legendary and put a different token onto the battlefield? And the nif that token - a 1/1 flyer - did combat damage, you'd rebirth Ned?
Brutal Slaughter Ogre3BB
Creature - Ogre (C)
When ~ enters the battlefield, each opponent sacrifices a non-token creature.
3/3
Hmmm..... powerful, but at that cost may be manageable. Still, considering things like Fleshbag Marauder, this guy may need to be more expensive, or a 2/1 creature or something, especially considering that nontoken clause which will hurt like hell.

Avatar Of Stillness5WWW
Creature - Avatar (M)
Each other creature has base toughness of 8.
At the beginning of each upkeep, each player's life total becomes 8.
4/8
I'm not sure what deck wants Avatar of Stillness. At CMC 8 a control deck is going to want a finisher, but this is the opposite. Aggressive decks aren't going to want this at all, but it's also too costly to slow them down. Midrange decks might like this if not for the life-setting ability. The flavor is spot-on, but I think the gameplay this card encourages isn't terribly interesting.
----
Rakdos Blood Pit Land T: Add C to your mana pool. 1BR, T: Deals 2 damage to target blocking creature and 1 damage to you.
Interesting, but all I see is "2/4" for 4 and I cna't get over it. Yeah, lifelink. Yeah, it flips late game when your opponent stalls out... and then I get the impression it's black to help stop removal... but I can't help but think there's a better 4 or 5 drop in monowhite than this.
The lifegain/+1/+1 counter thing is just silly. It shouldn't be restricted to combat, and suddenly this deck wants you to run lots of small creatures and lifegain? Weird.
Inspired Soldier2W
Creature - Human Cleric Soldier (C)
When ~ enters the battlefield, you may return an aura spell with a converted mana cost of 2 or less from your graveyard to the battlefield attached to ~.
2/1
Inspired Soldier might be a bit boring for a custom card, but it's definitely a good card. It might be powerful even with the mana cost restriction. (Small nitpick, but it should be aura card, not aura spell.)
Who likes stupid ideas given cards? Well, here's a weapon rod welded onto an anvil and a weaponized rage quit!
Anvil Hammer4
Artifact - Equipment
Equipped creature gets +5/+1 and gains trample and “When this creature deals damage to another creature, tap that creature. It doesn’t untap during its controller’s next untap step.”
If equipped creature’s power is less than 9 unattach Anvil Hammer from it.
Equip 4
I want this card to be powerful, but this might be too powerful.
Finally InfernoRRRRRRR
Sorcery
Finally Inferno deals X damage to each creature, player, and planeswalker where X is your twice life total. Damage from Finally Inferno can’t be prevented. If Finally Inferno would cause the game to end in a draw, you win the game instead. Defeat is a victory if you bring everyone else down with you.
I have no idea what mana cost would be balanced on this card so I went with seven red.
Anvil Hammer seems needlessly complex and not very good. I like the idea of an equipment that can only be held by a fattie, but it has to check differently and be costed much more efficiently.
FInferno is inherently broken, as it always wins you the game when you play it.
This is probably okay???
Kithkin Starspeaker2W
Creature - Kithkin Cleric (U)
Lifelink
When ~ enters the battlefield, you may search your library for enchantment card, reveal it, and put it into your hand. If you do, shuffle your library.

1/1
Might have gone overboard with that pair of abilities, but what say you?
Guardian Of Shadewood - it's a 1/1 for 6 mana! No one would be happy to run it. I kind of like the two abilities, but I wish one triggered on lands, and the others on creatures. But 1/1 for 6, so please no!
Kithkin Starspeaker2W
Creature - Kithkin Cleric (U)
Lifelink
When ~ enters the battlefield, you may search your library for enchantment card, reveal it, and put it into your hand. If you do, shuffle your library.
2/2
I'd just like to say that I don't smoke anything, drugs that decrease my sanity while they're in affect, or drink alcohol. I'm just prone to having very bad ideas. I probably should have Finally Inferno a restriction like "You may only cast ~ if your life total is lower than one third of your starting life total." or make it an Unset card with "You may only cast ~ if you're angry." Making a card based off of rage quitting might have been a bad idea from the start.
Kithkin Starspeaker is clearly made for an enchantment set. If a 2/2 Lifelink is worth 1W then the enchantment search is just 1 extra. That seems a bit cheep for a tutor effect. I think that the power level for the set that I think you're designing is higher than a normal set.
With how quickly Guardian of Shadewood could grow, (especially in multiplayer games,) I think that I'm okay with it being a 1/1. This seems like a good choice for a "I hate my friends Werewolf deck" deck or a cantrip deck. I've also had an idea for already exciting ability (or close enough) synergy card before, but unlike your card, my card is key word synergy.
