So.. another Psychatog? This thing is already a lot better because of it's higher base stats. If you use both effects it's the same net effect as Psychatog, otherwise they're really too similar to say anything else.
Acceptable Losses3WB
Enchantment (R)
Pay 1 life: Put a 1/1 white Human token onto the battlefield blocking target creature attacking you. Exile those tokens at the beginning of the next end step.
The name is already taken (Acceptable Losses). Other than that, it seems fine, though I'm not sure if that's the right color combination for this effect. It does remind me of Forcefield, except that it costs two mana more to cast, but you don't have to pay mana to use it. So, I think it's fine as far as power is concerned.

Seems fair. I mean it is great for pillowfort, especially those with high power creatures.
Flooded Wood
Land- Forest T: add G to your mana pool T, Pay 1 life: add U to your mana pool
The point is to be able to fetch the card with a fetch land, Give the benefits of a dual land, but also hold a penalty. So you basically have a non basic forest, with an added bonus of producing blue mana for a cost.
Obviously there could easily be 10 of these guys, but i am only going to show one as they would all end up being basically the same anyway.
Needs to ETB tapped or some other drawback, otherwise this is a strictly better than basic forest. Non-basic lands (outside the original duals) all have some drawback that make then inferior to basics in some situations, dies to non-basic land hate just isn't enough.
Cruel Extortion3UB

i wanted it to be significantly better than painlands. I mean it IS a forest, that has an added benefit. As for teh shocks, for 2 life you get it untapped. Which pays off quickly enough. But for this. You only get the benefit if you keep paying.
Potentially very scary, but it's situational. Still it should probably be at least one more mana, and/or require some life loss (like Thoughtseize does).
Underworld Passage
Land (U) T Add 1 to your mana pool. 2 Sacrifice Underworld Passage: Shuffle your graveyard into your library.
Plainswalker land? I'm pretty sure that would make it a land with a plainswalker style abilities, not just a normal land with the plainswalker type stapled onto it. I dislike stapling types onto stuff unless its very necessary. It also too weak.
Bear Growth G
Instant
Choose one - Target creature gets +2/+2; or put a 2/2 green Bear creature token onto the battlefield with "At end of turn sacrifice this creature."
Seems balanced, but a lot of fun and very versatile. It can provide some offense on your turn or a surprise blocker for defense on your opponent's turn.

Plainswalker (M)

A balanced and fair card. Geta blocker until end of turn or kill off something pesky with that extra "umph". or even keep your guy alive.

EDIT: I had not realized some had posted before me. i was commenting on Bear growth not Palakrius.
Looks good. A one-mana planeswalker is a hard card to judge the power level of. It's +1 can be kind of beneficial if you're running a reanimator deck. -2 is fair considering Raise Dead is the same mana cost. And it's ultimate a six-turn (and 6 discard) Obzedat's Aid also doesn't strike me as overly strong.
Unknown Lands
Land (U) t, Sacrifice ~: Reveal cards from the top of your library until you reveal a land. Put that card onto the battlefield and then shuffle your library.
Yea but the llorwy lands require a revel, which i feel makes these a bit better.
Okay i see how final gambit could work, but it is FAR too expensive for that kind of drawback. It should be one (maybe two, if the second one is colorless) mana for that. Exiling you rlibrary. I don't care, if they have 5 life and you pay that, if they can get 1 life by any means, it is virtually over. Burn decks may enjoy it, but it is not good enough.
Maybe 10 damage would make more sense.
I dunno my burn deck stuff is in the past.

2BRT: ~ deals 1 damage to another target creature. You gain control of that creature for as long as you control ~. 1U: Exile ~, then return it to the battlefield under your control.
Looks good. It's ping/steal effect looks well costed. It has low cost self protection with the drawback of returning all stolen creatures. Two quibbles however, first having both haste and flash is semi-redundant. Since you will usually just flash this in on an opponent's end step rendering haste irrelevant. Second, this thing is wickedly small for a 5 drop legendary creature.
Sentinel's Watch2(G/W)

Prevent all combat damage that would be dealt to you this turn. Put a X/X green and white Elemental with defender onto the battlefield, where X is the amount of damage prevented this way.

Seems alright. I suppose the effect could belong in monoblack, but with the name, I'd put it at 1WB or something like that. The flavor of the card is excellent, especially with that added flavor text.

Vowels-Only Format Minimum deck size: 60 Maximum number of identical cards: 4 Ban list: Cards whose English names begin with a consonant, Unglued and Unhinged cards, cards involving ante, Ancestral Recall
A bit too strong. The closest comparison I can make to this card is to Ball Lightning. Both serve the same purpose: a big attacker that dies at end of turn.
However Fervid Cyclops is a lot stronger considering a) It can block b) Once attacking it is stronger than Ball Lightning and c) It's mana cost despite being in 2 colours is a lot less restrictive than RRR

Why not just players can't sacrifice permanents? It seems weird this card would leave lands vulnerable to sacrifice. Tajuru Preserver seems right at home as an effect in white. Though I think this card could be a 2/2 and still be fine because a) it affects both players and b) WW is a pretty restrictive mana cost.

Worldburner Torch2RR
Enchantment (R)
At the beginning of your upkeep, choose target creature or player, then reveal the top card of your library. If the converted mana cost is odd, Worldburner Torch deals 2 damage to that creature or player. Otherwise, Worldburner Torch deals 2 damage to you.
2 burn per turn with no additional costs would be overpowered at 4 CMC I suppose, but with the drawback of not only being unreliable, but backfiring, it feels a bit weak as you have it written. I like the flavor of a torch that burning down the libraries, but maybe it should burn each player's library during their upkeep and apply the same effect? I guess it would also need reminder text that 0 converted mana cost is even, not odd, or otherwise handling that case explicitly.
Straw Man3
Artifact Creature - Scarecrow (R)
Defender
When Straw Man enters the battlefield, target opponent gains control of it.
Straw Man blocks alone each turn if able.
When Straw Man is dealt damage, you lose that much life.

It seems weird that the power and toughness bonuses aren't symmetrical between the two abilities. But I guess that's a consequence of having Steam Vents around and needing to avoid what would otherwise be a 4/3 for two mana. Having said that, I would probably make this cost 2W and have the second ability give +2/+1 instead of +1/+1.
Prismskin SpiritW Creature - Spirit {C}

Barrier W(W, Exile this card from your hand: Prevent the next X damage that would be dealt to you or a creature of your choice this turn, where X is this card's toughness. At the beginning of the next end step, if less than X damage was prevented, return this to your hand.)
