+1 is kind of weak but passable.
-3, way too strong. 7 mana to put a Ulamog, Kozilek or Emrakul from your deck onto the battlefield is a bargain. You need to add a shuffle your library clause too.
-9. This effect is garbage. Takes 5 turns to reach and does literally nothing against 95% of decks. Look at how much play Ugin's Nexus sees and even that is better.
Compared to the other 7 mana colourless walker, this card is pretty bad.

Mind's Betrayal is an interesting idea; a cross between Ill-Gotten Gains and Deadbridge Chant. Way too cheap for what it does, though. It meeds to be at least 6 CMC if not more. It also ends games immediately with Leyline of the Void and other, similar cards.

Okay i changed his -3 to -X. He starts off at 5 still. (Meaning things like wurmcoil are not coming out for at least a turn.) And I am sure we can find some bad PW's with decent basic abilities but bad ultimates. (I did try to keep him in flavor of Ugin. I did however change the ultimate to not only your opponent skipping the turn but you taking it in their place.)
Instigator shaman is fun and all but i feel he is lacking a flavor most Vashino's have. Fading.
As for his ability, I dunno i just feel the card would be better suited as a goblin.
Seems weak, because it's playing in two different deck types; an artifact-heavy deck and an Elemental-heavy deck. The abilities seem fine, if I'm honest, though.

well of coarse, just like Nissa 1.0 is for elf decks and koth i for mountain heavy. Not every planeswalker works in every deck. Heck even tezz only shines if he is in a deck that plays a fair amount of artifacts. (And so does Ob here)
Ob seems a little powerful . I mean his focus is eldrazi deck no doubt and that is fine but still. Plus X seems like it would be too easy to pump him up (To points such as swarming tokens, cast him, sac 20, no he is running at 24 loyalty. With doubling season out, he is now at 48.
his -12 is worded wrong though. What is the point of searching for eldrazi and revealing them if you do nothing about it? You also need to a shuffle effect. Along with that, eldrazi monument should not be a card you can search for.
I like it, though I think swapping hexproof for fear would give it a well deserved bit of extra oomph.

I think this should read "each colorless nonland permanent"; I don't want Ugin to be able to gain 10+ utility each turn.
[+3] is probably better addressed as targeting instead of choosing.
This doesn't seem particularly well balanced, either. Particularly in formats with, say, Chromatic Lantern (or other mana rocks), where it's very much a case of who can ramp into Ugin first, then steal the other player's mana rocks, and get a huge tempo advantage. Not to mention that it's much like Karn in that the second player to play him gets to destroy the other player's.
I don't know; this seems somewhat haphazard as it is written.

Went to a new shop from a friend's recommendation, DQ'ed for willful violation of CR 100.6b.
Seems fine to me. Even if you wanted to take out three creatures, it would cost7 mana, and only if they had a rather low toughness. This would see quite a bit of play in standard, possibly in modern too, but for a strive card that's fine.

What do you think of Overlay as a mechanic? To clarify it's "Whenever you cast a spell with the same converted mana cost as ~, [SOME EFFECT]"
Overlay is an interesting mechanic, though not necessarily intuitive. Typically you want to have a good curve to curve out, overlay makes you want to play lots of cards at the same cost rather than having a good curve. With that in mind, I'd say it works best in Red and White, since those colors typically get weenies and are therefore more likely to have a bunch of cards at a single CMC.
Vinefolk Elder is interesting, but potentially insane as well. You can drop him on turn 3, then on turn 4 tap him for 2 mana plus tap a land to play another 3-drop, untapping him, then playing a 5 drop. Getting a 3 drop and a 5-drop out on turn 4 is a huge tempo swing and would probably take over the game in limited. In Magical Christmasland, you can even play 4 3-drops and a 2-drop.

While I like the Commune with the Gods-style ability on a planeswalker, the rest is just not on. A 4-drop walker shouldn't have 5 starting loyalty, let alone on top of a +2 - no one's going to be able to respond with 7 damage at all. But that doesn't even matter in this set up, because all this card reads is "2GG: Play your choice of Emrakul, the Aeons Torn or Stormtide Leviathan."
My full recommendations are: Start at 3 loyalty. Have a +1, -2/3/4, and a -7. Change the ult to something like "Put any number of creature cards from your hand onto the battlefield." so its not a turn 4 play. And come up with something new for the minus ability - planeswalkers should be more diverse than "You play more creatures now", and I feel he would benefit a lot from some sort of control, added utility, or maybe even token generation.

I was using his Lore. He has control over a bunch of slivers and hates artifact (Thus using his slivers to destroy them.) I mean sure i could use him differently but due to my love for slivers and his lore i figured give him a go.

Anyway i ma out of card udeas right now so I will let the next person proceed, however my thoughts on Council's will. I would lower the cost to 2W or 1WW After all they can pick on of your guys as well, it does not specify target, and quite frankly, Path and sword are only 1 mana. You may have hexproof or shroud guys, so you feel safe. now they can hit them. Big drawback.
Probably could be a little cheaper at 4 mana. It's pretty similar to Day of Judgement, though instead kf taking out all creatures, it only takes out select troublesome creatures. Removal/boards wipes like this are pretty much never mythic, so this should probably be downgraded to rare too. Seems like a cool card for a commander product though.

This seems too pushed at 2WW; I'd make this 3WW - a 4 mana 4/4 isn't format breaking in any format (though it's quite good in Limited), but adding evasion, lifegain, and a way to protect itself and your team from combat and damage-based removal is just too much and I think it would warp the format a bit much. Other than that, I would just want to see a bit more synergy in the abilities.

On average this will be 3 mana for 3 damage which is very fair. If not a bit weak for red. Sometimes you'll whiff for 1 damage and sometimes this will be a a much cheaper Burn Away (That can also hit players). If a tournament legal card existed that used dice, it would definitely be red.

Way too strong like ludicrously. For starters "If ~ would be removed from the battlefield for any reason, [ANY EFFECT]" should never appear on a card. One you play it (for free?!? Why does this cost 0) there is no card in Magic that can remove it. That is just poor design, not to mention what happens when you clone this card.
