I might have to admit, I have a hard time evaluating the power level of aggressive cards. Please tell me if any of these are too powerful with their rarity in mind.

minotaur -- powerful 1 drops are often balanced by the fact that beyond the first few turns, they are completely worthless.
This is very, very powerful 1 drop. In terms of sheer P/T, it is likely the most powerful in the game. Sure, it has a drawback, which would still have been one of the best 1 drops in the game.
The cycling just pushes it into stupid insane territory.
The cycling is there because I would like to reduce variance, but the cost is too low. Some changes:

The rune is an artifact because there are many ways to flicker artifacts in the set. I think you went a bit too far on the others. These are mythic legends - you have to compare them to Sword of Feast and Famine and Geist of Saint Traft.
The 1 drop seems fine now, the drawback is actually pretty significant. Compare to Delver of Secrets which won't always flip but does have evasion and can be played in multiples.
If Hrowas is too strong, I would like to balance him with some sort of small drawback.
It should be like the "anti-Geist of Saint Traft". Geist can't be killed by removal but is useless if the opponent has a blocker. Hrowas can be killed by removal, but doesn't care about blockers. Maybe he cares about attackers?
"Whenever a creature deals combat damage to you, Hrowas, Primal Master doesn't untap during your next untap step."
Tiya's Legacy doesn't seem too strong compared to the other swords, my only worry is that you can just suicide some guys into the opponent until he's dead.
I don't want the variance reducing abilities such as cycling and depart have a large impact on the power level of the cards. Imo such abilities should be on many more cards anyway. For 4 mana, cycling seems a very unoptimal use of the minotaur, that still sets you far behind.
I think I'm fine with the cards now - though I will take your suggestion and increase the "redness" of Tiya's Legacy.

Compare to wild dogs
redrdige centaur - a 3cc, 3/3 haste is good enough. Second ability pushes it too far. Either increase the cost, or get rid of the second ability.
Blackridge goblin -- for black, a 2/2 1B is on par.
Both abilities are well beyond its curve. At they very LEAST, this should cost 3.
rune -- why is this an artifact and not a sorcery?
Tiya's legacy -- make this a 2/2 non flying creature, and it would still be powerful.
Howas -- make it a 3/1 haste and it would be powerful.
