This was just a loose idea bouncing around inside of my skull. I am 99% certain that the wording on this is incorrect so I'd be very much obliged if somebody could help translate this into workable text.
It shouldn't be countered. It should be exiled. Should also only have flying and cost 1UU. You could make this card way sleaker and easier to grok like so:

This is also most definatly not rare. Could even be common. As you have to cast something bigger for this guy to hit the board, it really limits its function. This is the sort of card which fits in a base set, but then sits in everybody's binders (or junk boxes) after they drafted it believing it had potential.
True. Didn't notice that. That being the case this feels green to me. Blue has counterspells already, why do they need a psuedo-counter that makes a big creature?

Makes dropping an Elspeth Tirel that much more iffy. Pretty good in limited.
That said, I actually like this card, a lot, in either of it's versions. I primarily like the green version. Green has a counterspell and it's in the form of a creature. "Whats that? Dropped your bomb this turn? Well, EoT..."

I personally wanted to make a blue card that, rather than simply canceling what the opponent plays, uses the same opportunity to spring a powerful monster, decent card draw, or so forth. That said, the green version is totally awesome.
Maybe I should have turn this into a mechanic like: Spell Siphon X (Exile this spell when it is played unless another spell with a converted mana cost of X is also on the stack).
Then I could do things like.
Mental Siphon :symu::symu: Instant (U)
Spell Siphon 4
Draw three cards and discard one unless any player pays X, where X is target spell's converted mana cost.
Then again, I suppose that this thing could be splashed into other colors quite easily. As a couple of examples.

Spell Siphon 3
Until the end of the turn, whenever an opponent's spell resolves, put a +1/+1 counter on each creature you control
Unstable Battleground :1mana::symr: Instant (C)

Putting Spell Siphon on cards that already want to be played in response to an opponent's spell is pretty pointless. It's not so much a drawback as an arbitrary restriction. Hidden Phantasm works because it's the sort of card that wouldn't normally care what's on the stack.
Spell Siphon doesn't really seem like a good candidate for a keyword, either. It's a drawback, it doesn't interact with other Spell Siphon cards, it only works on instants or cards with flash, and it doesn't really open up any design space to exploit. Compare it to the other drawback keywords: Echo and Cumulative Upkeep. Both of these can be placed on any permanent type. They allow the designer to reduce the cost of a card by making the player pay in installments. They can involve unusualcosts. They allow the player the choice not to pay and can be put on cards that reward not paying. Spell Siphon does nothing of the sort.

It doesn't quite have the same functionality, but it doesn't mention the stack, so that's nice. I'm also not 100% positive on the wording, either.

A designer knows he has achieved perfection not when there is nothing left to add, but when there is nothing left to take away.
That I've never heard the term "creative space" until two days ago makes me a bit sad. Back to the drawing board, then.
You can't cast CARDNAME unless another spell with converted mana cost 4 or more is already on the stack.
Avoid "the stack" if possible, but it is still okay to use it if needed.
