My enchantment deck uses Enchanted Evening to make all permanents enchantments. This would be the key advantage to this card, since in mtg, auras are not the best enchantments. Enchantments are, go figure. After all cards are enchanted then with Enchanted Evening, now there are many things to play with. You can destroy all enchantments an opponent controls with Primeval Light, use Ancestral Mask to super boost your creatures, use Privileged Position or Sterling Grove to grant Shroud to all of the creatures I control, and Opalescense to make all enchantments creatures. Which in effect though, kills all your lands!
I think the only way this card would ever be created by the company would be maybe similar as I suggest below. Otherwise, the aura part of the card would be useless and largely ignored since so many powerful enchantments exist already. The card as stated would be way to easy to just end the game. Here is my suggestion.

[-4]: Search your library for an enchantment card, reveal it, shuffle your library, then put the card on top of it.
[-9]: Exile all enchantments then return them to play under your control at the beginning of your next upkeep.
