Planar Chaos was not a mistake neither was it random. You might want to look at it again.
[thread=239793][Game] Level Up - Creature[/thread]
Ivory Temple is significantly better than Sheltered Valley. While I think a better sheltered valley would be printable today, this might be going a bit too far. I'd consider putting some sort of condition on the lifegain; for example, "At the beginning of your upkeep, if you control a creature, gain 1 life."
This could even be made into a cycle:
Ivory Temple
Land
At the beginning of your upkeep, if you control a white creature, gain 1 life.
:symtap:: Add to your mana pool.
Shoreline Temple
Land
At the beginning of your upkeep, if you control a blue creature, scry 1.
:symtap:: Add to your mana pool.
Ebon Temple
Land
At the beginning of your upkeep, if you control a black creature, target player loses 1 life.
:symtap:: Add to your mana pool.
Malachite Temple
Land
At the beginning of your upkeep, if you control a red creature, target creature gets +1/+0 until end of turn.
:symtap:: Add to your mana pool.
Earthen Temple
Land
At the beginning of your upkeep, if you control a green creature, regenerate target creature.
:symtap:: Add to your mana pool.
I don't really like the green one as it breaks the cycle by not having a 1 in the triggered ability. +0/+1 seems too week and +1/+1 seems too strong. Any other suggestions?

A designer knows he has achieved perfection not when there is nothing left to add, but when there is nothing left to take away.
I agree Ivory Temple is probably too good. Compared to Ajanai's Mantra it "costs" you a land drop but gives free lifegain to any color and generates mana.
Palace of Wishes is very cool. I like it.
Hourglass Shrine seems balanced but I would make the return trigger at end of turn, otherwise it can too easy dodge removal. And that makes it harder to abuse with cards that cheat lands into play.

I wouldn't worry too much about abuse because it enters the battlefield tapped. If you want to use, say, an Amulet of Vigor and a Mul Daya Oracle to get extra mana out of this card, more power to you. Coming into play tapped also means that there is a window of opportunity for land destruction before it can bounce itself. The only reason I would consider putting the trigger at end of turn is so that you can only use the land every other turn and not just replay it the same turn you activate it.

Both good points. Though it's not so much the window of opportunity that's my issue but a situation like: your opponent has it in play and untapped but is waiting to draw his big bomb, while you sit with a useless removal spell in hand. i.e., you're sitting there, wanting to get rid of it but can't until after your opponent has already gotten the benefit of it. It's like having a nasty creature attacking you and your hand has a card that says "At end of turn, destroy target creature." Boo.

I really, really like Palace of Wishes. I think the best wording for the upkeep ability would be "At the beginning of your upkeep, lose 1 life for each debt counter on Palace of Wishes." But it's also probably fine as is.
Hourglass Shrine reminds me of Teferi's Isle, though of course without the horrendous ability that was phasing. Seems fine.

Finally a good white villain quote: "So, do I ever re-evaluate my life choices? Never, because I know what I'm doing is a righteous cause."
