1B for a 2/2 is above the curve. Giving it a huge growing ability like that is just a bit too much.
Harvest really isn't green (even though it wants to be). Card drawing in green is normally restricted to creature-based stuff, not land based. Additionally, you're discarding cards, which isn't a green way to do much, outside of that ape from Coldsnap. It could fit, but it appears to be much more of a "Oh, I want power" card than anything else.
Hmm... I made skin thief to act as a black wild mongrel of sorts. This guy has a bigger growth potential and can be splashed into some tribal decks but there isn't really any deck that you could build around it (exiling cards doesn't trigger effects the way that discarding them triggers madness).
As for harvest, I don't see what you mean by an "Oh, I want power" card. It gives you no card advantage (3-for-3), requires that you not only play with basic lands but that you have them in your hand to discard, and only really helps to get you out of a mana-flooded situation (something that green can't really do otherwise). I do note, however, that it's effects are pretty odd for green. It would probably make more sense if the basic lands were sacrificed (perhaps I should restrict it to untapped lands to delay when this card is played) but I took an idea in my head and ran with it.

Well in terms of "Limited" this will rarely grow more than +2/+2 or something, unless you wait till the "late late late" game when everything dies and thats not really a problem at all.
For the normal size we get a 2/1 for 1B with abilities, thats most the time important in view of Limited as green/white get the 2/2 for 1C mana and should be sligthy better at its creatures (as black has removal anyway).

Problem is that this can be "draw 3 cards" as it is, and that alone is just too powerfull for any deck that can use it with cheap spells etc.
But why do you put them "face up" ? Its so much more fun if you have them face down.
A potential idea could be a change like this:
Dreamscape Delve 1U Instant (U) Exile the top three cards of your deck face down. Each turn you may play one of that cards, if you don't, shuffle them back in your library.
That might fix the problem that the card that you can't get all 3 of them right away, and it asks you to play at least 1 each turn, so you need to have 1 play from them if you want all.
As its best you can grab a land and play some instants from it, as its worst its a Impulse effect.

Overall a fair deal to "cycle" 3 cards for 3 new cards.
It can easily be instant aswell or you could just put it in a bigger package:

Might be something on the line of Greater Good, just with a view on lands instead of massive amount of creatures.
Its a card that can give green a pretty good card draw, and it obvisious works good with LifeFromTheLoam (as anything with lands) and greens Ramp.
I think skin thief would be more interesting if it took an ability from the creature it exiled, sort of like Cairn Wanderer. As is, it would be decently strong in a 'creature types matter' block. The pump threat reminds me of psychatog.

Three Wishes is awesome.
I like Harvest, since green has the most ways of getting extra lands into the hand. Definitely pioneering new territory here.
