For a bit of logic twistiness... what happens if I don't name any cards? Do I (or do I not) get an extra turn?
In any case, I'd say this was too strong of a card. Even without hand peeking effects, the odds of getting an extra turn by simply naming a land your opponent has is very, very high. With something like glasses of urza you can guarantee a correct guess every time, resulting in an infinite number of turns.

to be fair, the opponent can reshuffle his hand. except, you still reveal the top card of your deck and that gets counted also. wouldn't be too hard to keep the same card on top of your deck. Sensei's Divining Top?
also, it combos with Mind's Eye and other cards that trigger off draw.

With the intention of the old wording, I think you could go infinite with a copy of Telepathy and Lantern of Insight. With this wording, you'll have a very hard time correctly guessing the second card from the top on the other players' libraries.
Chronotron seems a bit odd to me. You can name multiple cards but there is no incentive to do so. In fact, there is no point in doing anything other than naming a single basic land. Even without that problem, this card seems built to force opponents into easily achieved infinite locks.
Perhaps consider something like this.

Tap: name two nonland cards and choose an opponent. The opponent shuffles his or her library and reveals the top 5 cards. If either of the named cards is revealed in this way, you gain an extra turn after this one. Either way, your opponent places the revealed cards on top of his or her deck in the order of his or her choice.

Chronotron - This is far too open to abuse as a repeated effect. Make the condition harder to achieve, or more costly.

When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
