This cards tries to capture Jace at the height of his power....when he was but a simple human wizard (a creature). Do you think I did him justice? Too powerful? Too weak? Just right? Suggestions welcome.
note - Power level and casting cost was inspired by Baneslayer Angel. If left alive, your opponents are in big trouble.

That should be a clue you've gone wrong. BSA may not be broken, but it's stupid powerful and somewhat format warping. When you're design is done, if you can say "every single deck that runs this color will play this card" it's too much.
To be specific, it's a ridiculous card-drawing engine that can't be removed and stops all creature-based decks (i.e., 90% of them) dead in their tracks. It is way, way, waaaaaay too powerful. Like, "BSA is a chump card" powerful.

That's not getting to the heart of the problem. Making it a little less efficient will lower the power level, but you've got every ability a control deck would ever want at instant speed on one card that's basically impossible to remove. It's just not a fun design. Plus any time you've got disruption abilities that are easy to repeat you've got a problem.

Up it to 3/3, remove the "creatures can't attack you" ability and add T the other abilities should balance it a bit. You could then remove the mana costs of these.
I'd up it to a 2/4, increase the cost of the counter ability to 1UU, remove the attack-blocking ability, and reprice the card drawing at simply tapping the creature (perhaps make it draw 2 cards if you really want this as a mythic rare).
Jace was never at the height of his power before he became a planeswalker. His control over his abilities increased drastically while he was working for Tezzeret in the Infinite Consortium. He didn't have classmates, he was tutored alone.
The character has an established backstory, please don't just make stuff up without doing some research first.
As for the card, it's a very bad idea to just throw a bunch of control-oriented abilities on a single creature and call it a day. Pick one or two and drop the rest.
I think it would be much more interesting to look at Jace before he was a planeswalker.
