I will be creating a whole new block. The setting is in the future and we revisit Dominia where a race of aliens have overtaken the world. They are known as Replicators (and yes, I had this idea WAY long before SG:1 added them to their show...annoyed me to all hell..oh well) They were a lot like changlings that are made of a similar metal as to Mercury, able to change forms quickly. As the war raged on Dominia, technology advanced and to combat the new growing threat, Vehicles were created. A whole new card type that allows creatures to load inside them and attack on a whole new playing field. Just like creatures, Vehicles have their own attack rules and their own abilities.
Each Vehicle has its own Capacity that tells the player how many creatures can fit inside it. You have to load the creatures into the Vehicle or out of it if you wish, to do that there is a cost which is the Load/Unload cost.
Vehicles can only block and only be blocked by other Vehicles. Other sub abilities such as flying and landwalking still apply as normal to Vehicles. All Vehicles have a power of zero which means to attack successfully with it, you would need at least one creature inside of it. Creatures inside a Vehicle are considered removed from the game until they are Unloaded again. The downside to having creatures inside the Vehicles is that once a Vehicle is destroyed, the creatures inside are gone forever. (No going to graveyards, they remain removed from the game.) Loading and Unloading can only be done at sorcery speed unless otherwise noted, and also when Loading or Unloading, using those abilities does not trigger "leave play" or "come into play" abilities. Personally, I really don't like the idea of a sci-fi storyline, but that's just me. I'll try to get past that and just look at the cards.
Vehicles: This seems like a much too complicated mechanic. Here is a thread from a while back where we discussed ways to make vehicle cards that were neither too complicated nor unflavorful. Take a gander at that.
Lum Xoria: This doesn't make sense. Do you mean, "Put a copy of an activated ability of target land on the stack"? If so, this is pretty weak.
Vehicles work pretty much the opposite of Equipment, instead of equipment going on creatures, the creatures go in the Vehicles. You pay a cost to put them into the Vehicle or take them out. The capacity is pretty much self explanatory, it tells you the max amount of creatures you can have in the Vehicle. Just like sliding a creature out of play with an Astral Slide, creatures inside a Vehicle are considered out of play. Vehicles can only block other Vehicles and they can only be blocked by other Vehicles, just like creatures can only block creatures and be blocked by other creatures...but special abilities such as flying and landwalk still apply as normal. If a Vehicle dies, the creatures are lost too cause they were inside it and remain out of play indefinately. I am not sure why this is confusing to you. I think you may be reading into it too much. The people around my area had no problems learning the rules on my Vehicles when we play tested it on the cards I printed out. A land that can copy any land ability? That is weak to you? Let me use it on lands that are Legendary or on the Library that is restricted...then let's talk. And when I say copy the ability, the ability of Lum itself is being put on the stack already, for example, you choose the Library of Alexandria...you draw a card if you have 7 or more cards in hand...instead of paying the cost of what you have to do with the Library, you pay the 2 life and 2 mana instead. My original version didn't have the life loss, but found that it was too good when using it with broken lands like Tolarian Academy or even worse, using it with Strip Mine. Since the sacrifice of Strip Mine is part of the cost, Lum ignores it and can in theory destroy a land every turn as long as the Strip Mine is in play to copy. Here are the next three cards.
An extra activation on Library of Alexandra is much more easily accomplished by Deserted Temple. Which isn't used even so. Most of the cards you suggest using this on are overpowered; just because this can mimic their effects (for a very high cost) doesn't make it overpowered.
I also still think your Vehicle mechanic is unwieldy.
Xiticix: Aside from some wording issues, this seems fine. The lifegain could either be free (no mana cost) or give lots more life.
Rakshasa: Very weak. A vanilla 4/4 flying goes for 3UU. This costs more, is multicolored, and most important is legendary, and the only extra stuff it offers are a few conditional and only marginally decent saboteur abilities.
Well, there I would disagree, lets name some of the less "broke" lands with this ability. Any of the fetch lands??? Being able to search every turn. The threshold/sac lands like Barbarian Rings or Cephalid Colisseum. Not to mention the fact that it breaks the 4 of rule by one more which could be nasty. But I did lower the cost to 1 mana and 1 life for activation if that eases your mind a bit. I dont know what to really say about your confusion on Vehicles. I guess it is not for everyone. Here are my next batch of cards, the blue legend I am not sure if that is my final version. It may be still to broken the way it is...I'll have to play test it. Happy critiquing.

Anyway, I'd definitely, definitely say vehicles should read Artifact - Vehicle.
You should really watch out for power levels, also. The white faerie is way strictly better than one of the best Limited commons in all of Kamigawa block! Not to mention, green and red (and probably black) would NEVER get a drawbackless 1/2 flyer for 2.
I am sorry you people do not care for sci-fi themed cards. I did not really like the Mirrodin world where everything was artifacts...so go figure. I fixed the Faeries to cost more and only be 1/1s. That might be a little more balanced. And I purposely did not want the Vehicles to fall into the same bracket as artifacts cause I did not want them to be killed with a simple Naturalize or any other undercosted artifact removal. I will have plenty of cards that will deal with Vehicles as well as cards that help them. Also remember that I will have the whole block eventually made up. I do not mind changing the cards that are overpowered or undercosted, which I have been doing periodically. I am pretty set on the Vehicles staying as their own card type and their rules as I feel they are needed. I guess it seems confusing to understand how they work without actually being able to play with the cards. Well anywho...I do appreciate the input. I hope I am not sounding like a jerk, with all this. Thank you for all your help. Here are the next cards.
Well, it's funny, before reading this I actually just posted a thread full of Sci-fi cards. I don't like the Vehicle idea, though. I think Vodalian War Machine was bad enough, thank you.

Cloak of Illusion: What? This doesn't make any sense. RFG'd creatures are in the RFG zone. Is this creature? RFG'd creatures can't be equipped. Wouldn't this just fall off? This is what's commonly known as a "rules nightmare."
I fixed the Cloak. I originally wanted a way to make it impossible to get rid of the creature without having to get rid of the Cloak first. Maybe this will work better. As far as getting the Indoctrinator into play, there are plenty of ways to get it into play without casting it...why would you want to anyhow?? But any reanimate spell if you get it into the grave, or use an ability like Elvish Piper or Tooth and Nail...just to name a select few. Here are yhe next cards...
