You might be out of luck. The cards seem pretty fragile. If it is authentic and done by the original artist, it might be legal depending on who you ask, and if your local judge allows it, but i don't think the national circuit would approve.

What you see is as good as it's going to get. If the paint job was 12-24 hours old you can wipe it off with a damp rage, but that signature says 2010, yeah?
Don't mess with it. If you need a Tropical Island I'd try to use this as partial trade towards one you are comfortable using.
