Considering "a hadouken" is outmatched by other energy forms within its own universe, I highly doubt this is even a contest. The kamehameha wave has no limits.

I'm thinking it probably depends on who's throwing it. If Goku learned how to throw a hadouken it would probably be a lot stronger than Ryu's version. We've seen Ryu throw beam supers in MvC games that look nearly identical to smaller versions of the kamehameha.

The Hadouken is confirmed to be no more powerful than its user. If Ryu's punch can break a boulder, then so can his hadouken. Kamehameha is a different story. A single shot seems to cause greater destruction than what the user is physically capable of doing in one punch. So I think Kamehameha wins.
Kamehameha is obviously more powerful than the Hadouken.
There's no contest here; the power of the Kamehameha is as high as the power of the user, whereas the Hadouken is demonstrably weak, compared to other same-universe attacks and compared to anything the Dragon Ball franchise has seen.
A Haduken is basically the same as a punch to the face. Even the weakest fighters in the SF universe (the "regular guys") can eat plenty of them without getting knocked out.
Kamehamehas on the other hand leave craters in earth miles wide and would probably vaporize those "regular guys".

Actually, the sprite animation for the hadouken in Street Fighter 2 is actually an after-image aura of the pair of clasped hands used to perform the technique.
So it's as strong as a double-palmed thrust, just projected outward. A punch.
You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
