Well, I got cheated out of some money, and Paypal is refusing to help me get back the money. I need the hotline for Paypal Singapore so I can call them up to ask whats up with them.
Brief summary of what happened:
I won 2 PSA 10 Unlimited cards (2 ebay auctions), seller charged me $25 shipping, then shipped me ungraded revised cards, stating he merely got it graded it a local shop. Paypal asked me to send back 1 item for a refund, then the other they said this:
Based on our definition of significantly not-as-described, this claim doesnot qualify for a refund.We found the value of the item was not affected.
Hell, they are both the exact same thing, yet they give this crap to me. First time I heard Revised cards and UL cards are worth the same, and PSA graded 10 cards are worth the same as crappy ungraded pieces. Now that should be taken down in the history of magic, where PSA graded 10 cards are jank, when you can pull cards of equal value everyday from boosters.
Seller has tons of negatives on ebay after I won, clearly Paypal is not doing anything to help me and the buyers.

It is easy enough to find pictures of PSA items and use those in your auction when you have every intent of selling a revised version. So I don't think the picture would help anything.
@OP: I think you need to be more specific with them about how the mere fact that a card is PSA graded affects its value, not the value of the card itself. The process of having it graded is what gives it that extra value and makes the item received not as described.

Is there a Paypal Singapore? www.paypal.sg doesn't exist so I'm not sure where you would go to find a Paypal Singapore specific number, but if you log into your Paypal account and click the Contact Us link at the bottom of the page there will be an option to contact by phone (including the phone number) so that would probably be your best bet.
You should probably know, Paypal is a terrible company and will cheat you whenever they can. Good luck with customer service if you can get ahold of them, but you are probably screwed.

First call PayPal, Magik. Then file mail fraud with the guy after.
i don't think paypal's a bad company, though several people i've known have said they've had problems. and though a lot of people i know use ebay, i personally refuse to. i'd have people who have ebay accounts get me cards and i'd just pay for them, shipping and all.

Paypal has not had competition, that is why Paypal has customers. Several companies have tried to introduce something similar, but nothing has caught on yet. It's very true that they're a bad company with bad policies, and not just recently.
In any case, the actual issue is quite irrelevant to this, but in any case, as I said, good luck getting what's yours from this guy.

He did put PSA graded cards in the scan, but checking the serial number etc, apparently the picture was'nt his own.
Paypal said I could get a refund on one case, after I sent back a card with tracking, but the 2nd case which was exactly the same problem, they said PSA cards are worth the same as normal ungraded cards. What bs. I sent them another email, and they said they will be appealing the case for the first one. Would registered mail count as tracking?
I heard in the news Paypal opened a Singapore branch this week, on Tuesday or so. I can't google out any numbers though.
I've never had a problem with them - in fact they only recently helped me recover my payment from an unscrupulous seller in the Phillipines who decided he just wasn't going to send me the box of Alliances boosters I had paid for.
Keep trying to get hold of them; I'm sure there's just been a lack of understanding on their part of the differences in Magic set prices/value and how grading affects this.

I have reported the case to Ebay already, I did'nt do it before and it was an oversight. Paypal is'nt exactly all good. It froze my friend's account for no reason, theres $200 in limbo since the year started. If there was competition, and consumers were treated better, I'm sure they would switch sides.
The reason why Paypal has customers is that they are holding a monopoly in this market, and ties up with ebay. When they are holding such monopoly, they can easily set whatever fees etc they want for their services and no one can complain since theres no where else to turn to.
Paypal is a pretty crappy company, they put my wife's paypal account on hold after we received a payment because apparently there is another lady with the same name that lives in the same town we do and she has a negative balance, when she called paypal they told her to resolve her other paypal accounts negative balance before they would lift the holf on hers. She tried to explain to them this is her first paypal account and she doesn't have another account, they are still believing she is the other lady so we currently have $185 setting in limbo.
