You cannot master the transformation since it will happen regardless of you wanting it or not. At most you can manipulate the opponent's mindset when you're about to transform.
With champions like Renekton or Shyvana (I play both), you can literally sit on that transformation for all of laning phase or until the jungler comes to gank but with Gnar, you have to transform which can be bad if you just transformed at the moment the jungler comes. Normally you want to save all the skills until the enemy uses theirs.

But you're right: sometimes the transformation will happen regardless.
Getting attacked/using skills/last hitting is also going to charge the meter, and the time it takes to cooldown is quite some time. His transformation isn't very controllable if you want to stay in lane, especially because his late game is lackluster, so you NEED to get ahead in lane. I just don't think he's strong at all right now, not with the way the meta is.
My biggest problem I see with Gnar is a combination of his unreliablness with his Mega/Mini forms with how telegraphed his change is. Gnar is actually fairly weak because if I am the enemy I can plan for his form changes and change my play accordingly, while Gnar on the other hand is pretty much forced to change his play style regardless of whether it works or not.
I don't think buffing him will do much until they make it so that he isn't so predictable to the enemy.
One thing they could do is make the threat of an imminent transformation more impactful, from earlier on. So for example I've already been adjusting my gank pathing as a jungler based on when my top lane Gnar is about to transform, but the exact timing of the transformation is so predictable that it's actually a really small window (and coincidentally pretty ******* hard to time as a jungler without having to sit and wait). They could do something along the lines of giving his yordle form passive gains as he nears transformation or somehow giving you more control over the speed of his resource when he nears transformation, so that his threat either scales up or is more controllable.
In the end though, he's probably going to be one of those champs that's just balanced to not be overbearing on noobs and lackluster in high level play. I know Morello was talking about how this was a challenge for them that they hoped they could meet.

There's no way to not transform, but you also do have some control over when you transform. It's something that can be mastered.
You can't do the Jayce thing and just say you're going to ignore one form or the other, but you certainly can learn to anticipate when a transform is coming and put yourself in a good position to take advantage of it.

I played a game recently as Brand where two opponents were on the fountain level 1 but not afk - taunting their teams. Brand ult fits the bill quite well, insta double kill.

You can't do the Jayce thing and just say you're going to ignore one form or the other, but you certainly can learn to anticipate when a transform is coming and put yourself in a good position to take advantage of it.

Actually as I see him played more I am more complaining about playing on his team or against him than actually playing him (I haven't played him), but as strange as it sounds he places a big burden of knowledge on your team, while he has a low burden of knowledge for the enemy. I have started to think about banning Gnar just so he isn't on my team as every time I see one his teamfighting is just so hard to take advantage of as a teammate (which isn't a healthy response to a champion). I would like more consistancy from him as a teammate so I don't have to worry more about if Gnar is at the proper circumstances to teamfight. I honestly haven't been this frustrated having a champion as a teammate since release Darius taking all the kills (and Darius's ult still bothers me to no end as a teammate).
IDK, I hate to say it but honestly I feel that Gnar would be a bit better if they gave him a transformation like shyvana. You build the rage and then transform into melee. The more I see him played the clunkier he looks.
Also, holy crap Arcade Miss Fortune is an amazing skin; the skin is gorgeous and the particles are just out of this world fantastic. It's definitely worth the money but at the same time I'm a bit torn that we didn't get a legendary skin and a voice over change - because I totally would have paid out for legendary price if it had a voice over. Just the particles and skin are amazing, though, and I managed to get it at 975 so I'm happy.

So apparently I wasn't just being crazy (known to happen during full moons, mafia games, and hockey playoffs) as Riot just posted an official post saying that Gnar has a Consistency of Contribution problem along with some bugs.
I said the same thing 2 days after release. The benefits of having a Gnar on your team just aren't high enough to sacrifice any of the other top lane picks. We'll see if these buffs help him reach a more comfortable spot.
We'll have to see about those gnar changes. I've seen him in pretty much every game (teambuilder) I've played in the past week or so. To be honest, there are some pretty good Gnar players out there. Even if you go tanky with him, his abilities do a surprising amount of damage and tanky megaGnar is pretty scary if he lands on your back line.

I feel like they need to make his resource bar invisible to the other team, so that there's more interesting play around not transforming and deceiving them as to how close you really are, but I know riot would never do that.

I honestly think Gnar is going to seem a lot less powerful than he actually can be for a while, until people learn how to properly manipulate his rage bar and how to teamfight/engage well with him. Mega Gnar is absurdly powerful used well in a teamfight, but being in the right spot at the right time with the right amount of rage is tricky.
Also, after trying him out for a few games, I'm pretty certain the best build is basically to channel Jax. Triforce and/or bork -> tank items gives him a LOT of damage and surviveability. If you skip the damage items then he lacks the punch to do anything more than be a nuisance/disruption (mini Gnar does like no damage when building tank, and Mega Gnar benefits so much from being able to really spike an adc/mage out). Laning is pretty interesting, he gets trashed by stuff that can do decent damage from his range or longer (a Zed wrecked me), but he does surprisingly well aginst stuff that has to run/dash at him (was able to slug it out with a Riven).
I think the transparancy of his transformations is fine, you can use an imminent Mega Gnar to zone people quite well, and for engages you probably want to flank from fog of war so you can jump on top of a squishy and utterly destroy them before they can start kiting you (Mega Gnar is SO DAMN SLOW). Mini Gnar is good at kiting anyways, so you can keep them off you while you wait for your rage to refill without a huge amount of difficulty.

I just found that without some form of damage he's too lackluster compared to when he does build some. I think boomerang cd is low enough (if you catch it) that you can generally get a lot of procs off as mini Gnar, which works well with the kite and poke with autos playstyle he's got, and Mega Gnar I'd say gets a lot of benefit out of the movespeed (he's like the slowest champ in the game, or tied for that), and is just a lot scarier with the extra damage.
Course that's my opinion after only a few games of him, but my thoughts on him going full tank is kinda why would I pick him for that over something more reliable that does more damage, at the cost of a bit less disruption? I think he definitely wants one or two damage items to differentiate enough from say, Shyvana, as it gives him the power to burst people a lot harder than the other tanks.
Although I do think he could do with some faster animations when Mega on his Q and W. The W in particular is the clunkiest thing ever to use.

I agree that he seems to me to be best built as more of an anti-carry diver than a supertank (think Irelia), but I'm not sure what the optimal build for him is yet. And I haven't played him either, just from what I've seen.
