You can't deny that the CW is trying to do their own MCU. Those annual team ups keep getting deeper and more complex and apparently from what i've read, the next team up is going to feature all 4 shows (Legends, Arrow, Flash, Supergirl) spanning the whole week. There is definitely going to be WTF moments for those who watch one but not the other and I think the CW is okay with it.
Of course they're trying to build their own universe. It doesn't follow from that that events on Flash should materially affect Arrow completely out of the blue. There has been zero mention on Arrow of Barry's time-travel shenanigans. For the status quo on the show to change suddenly for no apparent reason would be a very bad idea.

I think season 4 episode 8 of Arrow did just that. If I never watched Flash, i'd definitely be going "wtf is happening"
Pity it looks like they're going to lose Calista Flockhart as a regular.
