A little bit of a rant, but as I was rewatching the Majin Buu Saga of DBZ I finally figured out why I don't like this Saga all that much. It's because unlike every other Saga, Goku, Gohan, and Vegeta are way stronger than Bobbidi and Debura when the saga starts, but the only reason they get to revive Majin Buu in the first place is the Supreme Kai is utterly incompetent. It's not even because of something Bobbidi does really, the Supreme Kai creates the perfect conditions for failure and everybody is following him around like he knows what he is doing because Supreme Kai.
1. The Supreme Kai fails one of Sun Tzu principle tenants of knowing yourself. He has no idea the strength of Goku, Gohan and Vegeta and seems shocked to see how strong they are. If he actually did a little research he would realize they would be more than strong enough to take on Bobbidi, Debura before he has a chance to Meditate for several hours and a depowered Majin Buu and should just blow up the ship like everyone suggests. In addition he should have known better than to bring Vegeta along against a wizard that takes control of the darkness in one's heart. Vegeta is like the poster boy of whiney, obsessed, tortured souls.
2. He is a lot weaker than the Grand Kai. Grand Kai is shown currently to be a weaker than Goku as a Super Saiyan (but not by too much) and several people, including himself mention him as being much stronger than Goku as a super saiyan in his prime, he has just gotten old and lazy. Supreme Kai seems to be much much weaker, maybe around Frieza in his weaker forms. Really if Majin Buu is such a big threat why didn't he grab the Grand Kai, he is also more than strong enough to take down Bobbidi, Debura before he has a chance to Meditate for several hours and a depowered Majin Buu.
3. The other Kais seem to be able to read energy like Goku does, but the Supreme Kai doesn't seem to be able to. He can sense energy, but seems to be unable to tell how much energy a person has.
4. He seems to get solely by by using "because I am the Supreme Kai". His plans don't actually make sense even to Goku, but because he is the Supreme Kai they do what he says anyways.
And especially with a series like DBZ it is kind of yelling at the screen inducing once I figured out that the entire Majin Buu saga wasn't about facing a stronger threat, it's that God (aka Supreme Kai) is incompetent and ****ed ***** up. And it just sort of ruins the rest of the saga knowing why it all takes place in the first place.
You seem to forget that because every other Supreme Kais were killed that he was sheltered as the last of his kind. It clearly explains why he seems to have a broom stuck up is rear end at the beggining of the arc. Also, it was told that he was the weakest of the group, when all the supreme kais were alive.
And let's clear a point: Goku and co blowing Babidi's ship and thus avoid an epic fight? Sayans always loved to fight, specially if their opponents are stronger than them. Goku proved it many times and yes, in the arc, they do say it would be fun to fight Buu. And anyway, even if they blowed the ship to smithereens, the energy absorbed by it's hull, panels or whatever other system would have revived Buu anyway.

I also feel the need to point out that the Grand Kai is in a weird place in DBZ canon. While he technically exists as guidebooks state that he does, his appearance in the show is complete filler that is limited to the anime. So the character exists, but his characteristics do not, if that makes any sense. Not to mention, it is established in guidebooks that hierarchy isn't just a ranking order, the 4 Kaio are weaker than Grand Kai who is weaker than those above him.
You could say that Goku and company are dumb, and true, Goku is a bit of a savant, however the one thing Goku is a genius at is fighting. And Goku and company have no idea about the threat to earth, so they are going to listen (to a point)to go confront the threat. If anything you might have a point about Piccolo listening to anything Kaioshin had to say due to the god hierarchy, but keep in mind, Goku, Vegeta and the like start ignoring Kaioshin once they actually find where the threat is, because well, that's how they pretty much always functioned. Listen to god till they know about/where the threat is, then do their own thing. Kami wants the gang to kill Piccolo during the 23rd Tournament, they don't do it (and stop Kami from doing it). Kaio wants Goku not to fight Freeza and just rescue his friends, Goku ignores him and fights him anyway.
Also how did Kaioshin not know about how strong Goku and the like are? Well the planet he lived on required Buu to rip a dimensional hole in the fabric of space/time to access where it was to get there. It's an incredibly isolated place and the god hierarchy still reeled from the damage Buu had done. The sheer amount of power that Goku and company had developed in such a short time was unheard of to well, anybody. And keep in mind that Goku and company were actively suppressing their power till a certain point. So with Kaioshin being isolated on a planet in the heavenly realm in which the power could not be felt, combined with Goku suppressing their power, yeah he wouldn't have known.
Plus, Saiyans aren't exactly known for being helpful *or* incredibly powerful. The main characters of DBZ are definate outliers to the powerlevel of the rest of their species (before freiza killed them all). It was mentioned several times in the Namek saga that Saiyans weren't expected to be anywhere near even vegeta's league. Goku's Power level was the stuff of galaxy-wide legends that hadn't been seen in a thousand years. Freiza was an unstoppable tyrant.
Then, when the Buu saga comes around, Goku and Company are several orders of magnitude greater in power, and they gained this power in a timescale that probably seemed like a few seconds to immortals like the Kai characters.
Plus plot, you know. Plot was a factor as well, and it fit the plot that the earthling's power level wasn't well known. Personally, I've always wondered what became of the power vacuum left by Freiza's death.
