How would yall go about designing a set where every card is specifically designed for constructed? Like if booster draft wasn't an intended use for the set, how would you structure it, design it, and distibute it while keeping things open-ended for deck construction?

This would strongly depend on my reason for going that route in the first place...
If I wanted to discourage booster-drafting I would simply not distribute the cards in booster packs. One option are totally nonrandomized preconstructed decks - or to encourage brewing a preconstructed deck as a bundle with a booster pack.
When constructing the decks you can establish themes and provide some baselines. Individual cards in the decks would need to be more modular and clear synergies should exist between cards across multiple decks (compare: the partner mechanic).
Individual decks can have multiple subthemes so if you decide to alter the decks (rather than e. g. disassembling them entirely and trying to find a path entirely your own) you have options. The decks can be built in such a fashion that focussing on any one of the subthemes can result in a better deck.
Essentially a Commander-series style product seems already like something that isn't supposed to be drafted (same for Archenemy etc.).

Interesting idea, I have always wanted Wizards to create a booster pack that isn't build around draft.
The majority of magic the gathering players don't draft, so it seems silly that every booster product is build for draft.
This doesn't mean every card would have to be super pushed and competitive, but it would be nice to open a booster pack and open cards that are literally unplayable outside of limited/draft. I would buy way more booster packs if the majority of the cards were useful outside of limited.
Ideally I would imagine this type of set would be a Core Commander Set. It would contain 200 reprints that are cards that have seen some constructed EDH play, even if it's not necessarily the most optimized, or are widely acknowledged as frequently played casual kitchen table magic cards. Then there would be about 100 or so new cards.
