You may cast Golden Aura as though it had flash if it's target is multicolored.

It doesn't seem like it is, you have to be able to legally cast the spell when you announce it and then before you pay. Your aura won't have flash in your hand so you can't announce it as a spell. You might just want an activated ability that would put it into play enchanting a multicolor target.

I don't understand. It doesn't actually have flash. You just have the ability to cast it as though it had flash.
In order to cast a spell you must be able to legally cast it at two points. When you announce the spell and when you determine costs.
For your aura you will announce it and move it to the stack, then check if it is legal, it doesn't have a target yet so it's ability doesn't give permission to cast as though it had flash. Later you would determine targets and the costs at which point it would be legal.
Looking at other cards with pseudo-flash I think you can get it to work with this

Heh, that'll use up some complexity points. How about "If you do, it can only target a multicolored creature."?
There is ambiguity in "if you do". You could be casting it as though it had flash even if you could normally cast a sorcery so something like Spellskite can't take it. It is wordy and complex but it removes any possible ambiguity.
I think your original wording will work just fine, but it's possible it may require a small adjustment to 601.3 and/or its sub-rules to be perfectly clear.
601.2 says in part: "A player must be legally allowed to cast the spell to begin this process (see rule 601.3), ignoring any effect that would prohibit that spell from being cast based on information determined during that spell's proposal." Targeting choices are part of the proposal process, so it should be okay to start casting this if you intend to choose a multicolored target.
601.3 reiterates "A player can't begin to cast a spell unless a rule or effect allows that player to cast it", and then its subrules explain how to address "as though it had flash" granted by additional/alternative costs (e.g. Rout) and granted by an effect that cares about characteristics that could change while the spell is being announced (e.g Rootwater Shaman and bestowing Nimbus Naiad). You may need to add another subrule explaining target-related effects.
601.2 is specifying to ignore things that would prohibit the casting mid proposal, it doesn't say to consider choices made later in the proposal process.
You can make a new rule that would allow the card as worded to work, it would look a lot like 601.3b or change 601.3b to not specify characteristics, simply checking you you could via any choices made during proposal.

That work? Your version would only have flash if there is a multicolored creature on the battlefield anyway so maybe this would work with current rules. Someone has to confirm though
