No. Magic doesn't have any definition for "first" and, even if you update the rules for your custom card, it becomes difficult to determine what actually happens when you have 2 or more "firsts" trying to apply. Plus your wording is a trigger which means it happens after you have already drawn a card.
You would be best served to just word it as "If you would draw a card, instead Scry 1 then draw a card". I am not sure adding a "may" to the scry is worth the effort. After all, part of Scrying is being able to leave the card on top so in most cases it doesn't matter that they actually Scry.
