Banish the Weak - Name needs work. Rarity needs to be rare. This is a 1-sided wrath... or it's garbage? This is hard to evaluate.
Now, if it was Banish the Wordy, and exiled creatures w/ abilities... it'd be easier to build around, at the cost of a much smaller creature pool.

Spiders: I'd rather this was just 1/2 tokens no matter what.
2nd ability: Not fun. I could see this ability on a different card for a sloppy limited 2 card "combo" (assuming larger spiders), but throwing the two abilities together seems like you're beating us over the head with what we should do. And it's a separate question whether it's any good at all.
Rayne, Tolarian Headmaster: Pick one ability. Cost accordingly. 'nuff said.
Rehna, Protector of the Wilds - Can this cost 1UWG? "No" really feels UW, and 3 colors is harder to cast...
Banish the Weak - I think it makes more sense from a metagame perspective for this card to exile all creatures with abilities. It just doesn't make much sense to me to create a powerful hate effect that basically can't hate any relevant cards/creatures in constructed. Cost probably needs to go up to 4 mana if you do switch to the "exile all creatures" and I'd recommend a name of "Inheritance of the Meek".
Ishkanah's Web - Mechanically, this card would work much better if the insect tokens had to attack each turn if able. As is, if you give opponent the tokens, they can just say "thanks" and go on about their day while holding the token back on defense. Also, 4/4 spider tokens just feel wrong to me. The archetypal spider is a 2/4. Why not just make 2/4 tokens?

Rehna, Protector of the Wilds - Can we create a new term "Hate Beast" to describe large hatebears? Design seems fine though I don't think it should be legendary simply because it would be a miserable commander to play against in casual multiplayer games.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Ishkanah's Web basically says "creatures with flying and toughness less than 4 can't attack you" which is ok if you're just trying to make a smaller, wordier version of Sandworm convergence (without the free token, which you pretty much never will get with your version unless you pair with one of the red or blue force attacking cards).
What if instead it was a creature, like:
Corpse Nest Spider 2BG
Creature Spider Rare
Reach
When a creature dealt damage by ~ dies, create a token copy of it.

With Rayne, Tolarian Headmaster, I think it would be more fun if the abilities fed into each other. Like, U, tap two wizards you control: Draw a card U, Discard two cards: Counter target creature spell U, Exile two creature cards from an opponent's graveyard: Create a 1/1 blue wizard creature token with hexproof

Although that works a bit better as a zombie wizard, I guess. Could change "counter/exile target creature creature spell" to "noncreature" for better flavor.
The flavor behind Rayne, Tolarian Headmaster is she is a leader of Wizards which are more powerful when they are united and work in a group.
Ishkanah's Web needs work. It started out as a bottom up design as a multiplayer legendary creature and I had a lot of trouble putting flavor to it. What I want it to be is a green Ghostly Prison variant for flying creatures that strongly discourages opponents from attacking you while passively encouraging your opponents to attack each other with flying creatures.
