The requirement for this is that it is a land that enters the battlefield untapped, can sacrifice to search for a mountain, island, swamp, plains, or forest (note lack of "basic"), and you get that land entering play without any additional etb tapped penalty. What would it take to balance that?
Some brainstorming ideas:
- pay 3 life instead of 1
- both players can do it
- opponent may draw up to 2 cards
- discard a card

I'm with you though on incorporating wastes more. It's a brilliant idea for a sixth 'color' and I hate that the developers seem to be ignoring it because new players were slightly confused by it. I'd love to see colorless mana costs show up outside of Kozilek's brood.

Its funny. i guess they didn't want to deal with some other cards with domain, or care about cards like prismatic omen giving all lands its controller has.. the ability to tap for colorless as well.
In theory, upping the life payment could work, but in practice that's still ridiculously good fixing for a WUBRG deck, especially with Ramunap Excavator and Crucible of Worlds making such a fetch reusable, and in tandem with extra land cards like Exploration and Oracle of Mul Daya, allowing you to do so several times in one turn.
I would suggest a mana cost in addition to tapping and sacrificing, at least 2 or 3. In practice, this probably should enter the battlefield tapped as getting to tutor any land with a basic land type is already good.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Even if it is balanced by every player getting to land search? Ramping opponents with you.. seems like a decent trade off for that mana fixing for yourself.. and it gives them fixing too.
I feel that allowing the opponent the effect for free makes it kind of a bad card to play, since this is an actual card from your hand, so your are ramping your opponents AND upping them a card. Maybe the effect could be a little less symmetric? On top of that, the basic land type or wastes / basic land reads very inelegant. I don't think the restriction is that neccesary. A super fetch should be able to fetch any land imo, or it isn't super.

I feel this card is playable this way, and it has the inherent balancing factor that if you have it in the early game it helps both you and your opponents more than it does later in the game when the fixing aspect becomes less important. Then this becomes more like an Expedition Map effect which would not neccesarily need to give a bonus to an opponent to balance it anyway.

@Ertai, that refines the trade off. fixing for possible opp ramp. though an any land tutor usually has had a cost up to this point.
cards like the bad mirage fetches had ETBT, and then a sacrifice for two basic land types.
the alara fetches allowed immediate use for colorless, and a tap, sac, and mana cost for a small section of basic lands.
evolving wilds was free, but made the land always etb tapped, and only basic lands.
and the onslaught/zendikar/khans fetches were 1 life and a land sac for only 2 land types.
sylvan scrying and expedition map put the land in your hand. both for cmc 2-3
so the cost is probably not quite right.

Original request from challenge maker was for the land to come in untapped. which.. means this card would need to overwrite any such ETBT on the desired land. and i'm not sure how that should be costed. you've got the amulet of vigor that does it for 1 cmc, and a few effects that can untap a land.
Given that crop rotation is bork, a land/colorless version with just 2 life extra cost is a still too good. Then it has an exile ability, which means it can do OTHER broken things on top of the first broken thing it does.

How is my version broken? If you compare it to Crop Rotation, you're exchanging a card (the rotation) for giving your opponent ramp. I think you are really underestimating the tempo boost you're giving to your opponent.
Anyway, a slightly alternate version then:

Because giving your opponent ramp doesn't matter if you're going to win on the turn you activate it. Why hello there workshops/bazaar/uratron/other tron piece/other bork land. What's that? I combo off now? And you get a land? Sounds like a deal to me.
Because that's what crop rotation is for -- getting broken land. It's cast when you want to win bow, not while your newly fetched land is sitting around for more than a turn with a "hit me with wasteland before I do anything!" written on it. At least crop rotation cost green, which limits the decks it can be in. Your card isn't.
Your newer version is even more bork, since it limits an opponent to basic land. He can't even get his own bork land into play, unlike your first version.
