Here are some UB card designs. I am looking for any feedback but I am particularly interested in thoughts on Temporal Corruption and its mana cost along with if it the phrasing is correct for Manipulate.

Cast target instant or sorcery card with a converted mana cost of 2 or less of an opponent's choice from your graveyard without paying its mana cost. If a spell is cast this way, exile it. Then that opponent loses 2 life.

Legendary Creature - Vampire Wizard [R]
Flying
If an opponent's library has no cards, that player loses the game.
If a spells or ability you control would put one or more cards from the top of an opponent's library into his or her graveyard put twice as many cards into their graveyard instead.

Eslak should just say something like "whenever an opponent draws a card except for the first card drawn during each of their draw steps...". This matches up with things like Notion Thief. Unless of course you never want it to apply to cards drawn during a player's draw step if they happen to draw more than 1 (from Sylvan Library or Howling Mine for example).
Miko should be worded as a State trigger. You seem to have almost worded it as a replacement effect. So try something like "Whenever an opponent's library has 0 cards, that player loses the game.".
Temporal Corruption seems costed fine. I would even say you would be fine at 5 mana. The extra turn they are getting should be enough to offset the loss of like and cards. I wouldn't actually expect them to discard too many to the spell since it won't normally be cast until turn 5 or 6.
Manipulate - What do you want this to do? An odd flashback effect, or a burn spell? Do one, not both.

Eslak, Dark Propagandist - 3 abilities; cut the 1st and 3rd. And word the only relevant one as follows "Whenever an opponent would draw one or more cards, if it's not the first card drawn that turn, that player discards a card." You can also make it symmetrical.

I feel that Miko, Mindripper is too good with Howling Mine and Font of Mythos effects, so I worded it that was deliberately.

I assume you meant Eslak instead of Miko in your comment about Howling Mine? And, I disagree. Howling Mine effects are inherently powerful. This gives you a way to neutralize some of their benefits. But, if you don't want to mess with those effects, I would still change the wording to something like "When an opponent draws a card, if it is not their draw step, that player discards a card".
This seems a bit better and still seems fairly costed. I would say 6 mana is about right. This is a card that loses a lot of utility later in the game (about when this would be cast anyway) as the life loss and card loss is somewhat mitigated by the fact that they have probably already lost life and don't have a full hand. So they would end up exiling about 2 or 3 cards at most (usually) and lose maybe 7 or 8 life. Still a lot but that extra turn they get offsets this quite a bit.
I like these cards but if an opponent has zero cards in their library why not just pass the turn and be done with it? All the effect does is speed up the loss by a very small degree right?

Only a quick idea so dont beat me up
It definitely handles corner cases where their library is empty, but they have some way to shuffle everything back in (Kozilek, Butcher of Truth or Gaea's Blessing for example). Or the player is skipping their draw step. But, I agree that the effect is fairly narrow.
The new card seems more powerful. A 2 mana Time Walk, even giving your opponent an extra turn, can lead to some degenerate things (especially since you get yours first). I would say 3 mana is probably about right as that is what Savor the Moment costs and that is close to this card.

Opponents having no cards in their library generally means they'll lose at the start of their next turn 99.5% of the time, so the first ability spelled out is quite pointless. The way this allows you to kill them before they untap takes away the one incredibly slim chance they have of a comeback. The double milling ability is cool though.

Oooh giving them an extra turn. This is a very fun concept. I wonder if it could work at 1UUBB though as it's more of a Johnny card I wouldn't want to make it too Spike-friendly in case it starts doing nasty things on a Tournament level.
Overall some very cool designs which match the UB philosophy (particularly Dimir guild) very well.

I agree with WizardMN for the wording matching Notion Thief. This is a very fun card with Forced Fruition.
