If Wizards would print a millstone today, would something like this be plausible? Is the mana cost and rarity correct? Please let me know! =)

: Put a charge counter on Milling Stone. Target player puts the top X cards of his or her library into his or her graveyard, where X is the number of charge counters on Milling Stone.
Is this a commentary on how Wizards chooses not to design elegant cards anymore? I mean, I just got back from a yugioh tournament (long story, don't ask), but even I know the original japanese can't have been so... jibberishly worded.
If you're asking what a contemporary millstone variant should be, the question is "What format?" I'm going to assume you want a core set 2019 card at uncommon that is going to be useful in standard even without a mill theme. Here it is:

Artifact (U)
Pay 1 life, T: Look at the top a card of target opponent's library. 1, T: Put the top two cards of target opponent's library into his or her graveyard.
Did I power creep Millstone? Yes. Yes I did. But it creates a really interesting tension. And no counters needed.
