Prisoner Swap, while it may seem balanced by the returning part the majority of the time it will be used when there is nothing to get back. Also as a draw back its far too easy to mitigate. Possibly replaces Swords as the go to removal in eternal formats.
Loba, Consumer of the Void's ability is partially worded like a replacement effect. I assume its not meant to be a replacement, so drop the 'would'. "Whenever a spell or ability you control exiles one or more cards from anywhere, draw a card and lose 1 life."
Felera, Guardian of the Chosen, might be a bit much at 4, though its very close.
Loba's Monster, Wit's End costs 7, you've added, exile, hitting graveyard, and a 5/6 Menace. I would push to 9 and make its body more impressive.

Thanks for the feedback, this is great advice. I will correct the wording on Loba, Consumer of the Void. You can compare Loba's Monster to Wit's End, but I would rather draw comparisons to Identity Crisis.

There is not a strictly better version of Prisoner Swap (aside from Swords To Plowshares which isn't even literally strictly better). Please correct me if I'm wrong, but the only thing I can think of that is sort of similar is Crib Swap, but it costs three times more to cast, so it certainly wouldn't be strictly better.

Certainly not better than Swords To Plowshares, except in perhaps fringe scenarios. Perhaps it potentially comparable to Path To Exile, but probably not as good.
One reason Path To Exile and Swords To Plowshares are so good is because they are unconditional removal. If an opponent is comboing out with Laboratory Maniac or is stifling your draw go game with a Grand Abolisher, they can be removed regardless of if the creature is attacking or blocking. Prisoner Swap doesn't do that. Formats like Modern, Legacy and Vintage do not center around conditional removal that can't be used if the creature is not participating in combat.
"Can't be exiled" is a weird ability. Want to talk some about you you think that would play/be used?
It would be similar to indestructible but instead of can't be destroyed, it would be can't be exiled. It would mean you creatures would be immune to effects like Path To Exile and Swords to Plowshares or even something like Final Judgment.
The closest comparison to Prisoner Swap is Condemn. It's pretty tough to say which is better, obviously because you can target blockers with Prisoner Swap.
Loba is a pretty strong mana sink, and should probably cost more to be balanced in commander and constructed. Keep in mind that Scavenging Ooze is a good card and doesn't even give card advantage.
"Permanents you control can't be exiled" is a baaad idea. Not only is exile supposed to be the way to get rid of something that can't otherwise be gotten rid of, but it's also a temporary "hidey-zone".
Prisoner Swap - Fair. I'd like to see a 2 drop version of this where you choose the returned creature too...

Felera, Guardian of the Chosen - I'd prefer this is mono white. I also would like this to be your standard legendary serra angel variant; I don't see flash as being necessary here - it's just mean. Let this not be a counterspell.
Loba's Monster - When cast is not fun with reanimator, and uncounterable. I guess this is fine, but only because I don't expect it to see play anywhere. Probably should say "from your hand" to forgo abuse.
Ladora, Overseer of the Void - Kill the emblem; it's probably fine otherwise.
