I think perhaps the wording on Larmit, Knowledge and Chaos is incorrect, but you are only allowed to choose one if you spend exactly the same amount of mana as the number chosen, no more or less. For example, If an opponent said 2, and you cast a Mana Leak and a Ponder, you would not be able to draw a card. I don't see this slowing down games by very much, at the beginning of each turn, the player that controls Larmit, Knowledge and Chaos chooses an opponent, and then that player says 1, 2 or 3. Doesn't seem particularly time consuming to me.
I think if Manziel, Soaring Sorcerer granted other creatures you controlled flying, it would be too powerful, and it certainly would not be able to have flash any more. As it already is, it's quite strong, Spectral Procession gives you 9 power just as an example. So giving it 4 power seems excessive (besides, wizards never have toughness that high).

I mean Manziel doesn't universally grant flying to all other creatures (without paying mana).
Wizard creature types usually don't have a toughness higher than 4. Teferi, Mage of Zhalfir and Arcanis the Omnipotent are the most powerful legendary wizards in the universe, and they are 3/4. I can't think of many (if any at all) Wizards with higher power.
