Rish, Magus of PalpabilityBRGW
Legendary Creature - Human Wizard [R]
If you control ten or more permanents, Rish, Magus of Palpability has hexproof.
You may look at the top card of your library. (You may do this at any time.)
You may play the top card of your library if it is a permanent card.

Rish's FinaleBBRRGGWW
Sorcery [MR]
Reveal the top ten cards of your library, then put all permanent cards revealed this way onto the battlefield. Put any other cards revealed this way on the bottom of your library in any order.
Exile Rish's Finale.
Rish's Finale is actually kinda underwhelming compared to similar variants. I'd run Genesis Wave over it any time.
For 8 mana with Rish's Finale you get to reveal 10 cards. For 8 mana with Genesis Wave you get to reveal 5 cards.
It's certainly not strictly worse, but in a way it's a little underwhelming. Any suggestions for making it more interesting/stronger?
Well, it's an 8 mana spell with 8 colored mana symbols (more difficult than an ultimatum!), so it has to be really splashy unless you just drop the cost. If you consider "weighted" costs that count colored symbols twice as much as generic ones, then it's even harder to cast than Primal Surge, which dumps your whole deck into play, so just raising the numbers won't work, either. If it were just creatures, I'd consider a pump and haste. You could have it take cards from all players, or be attached to a Warp World-style effect.
Am I the only one who saw Rish,Magus of the Future, I mean Palpability, and was immediately concerned this wasn't blue? Why this color identity?
The Finale would be a lot cooler as an instant, that might solve the problem of it looking like an underwhelming Gen Wave.
Playing off the top of the library is more of a G/R ability now. Vizier of the Menagerie or cards like Outpost Siege and particularly when limiting it to permanents it makes sense that blue was cut. The BW part is sort of odd though.

Playing specifically creatures and lands off the top is green. Impulse draw is red but it is not playing off the top. With Hexproof also being green, other than power level and the non green parts of permanents this could reasonably be done mono green.

Finale - The name implies it's over, yet the ability implies it's just beginning. Same comments re. colour as above.
