Talking Parrot is slightly different than before. In his first incarnation, he always copied instants and sorceries without the discard. People pointed out how it might become broken with a large number of cantrips. This version has a discard limiter to mesh with the theme of the pirates and to reduce to power of the interaction with cantrips.
Eye Patch is not a great card, it's flavor fluff. I suppose it could be 0, 0.
Oh man, random targeting gives me bad flashbacks to Hearthstone. The absolute worst mechanic in that game imo.
Otherwise, these guys look great. The combat triggers reference Coastal Piracy, and the discard mechanics feel like they line up with the carefree attitudes of pirates.

I'm hesitant to reduce equip cost to 0. How about adding functional fluff: gaining vigilance. Eye patches were so they could quickly adjust to night vision.

Oop, that was supposed to be the card that died, not the card that was discarded or drawn. I changed it around partway through writing it and obviously glossed right over that loss of clarity
Should be "When a legendary Pirate or Vehicle you control dies, you may sacrifice ~ and discard a card. If you do, draw a card and return that legendary pirate or vehicle card to the battlefield under your control."
Port raider was intended to be blue and red, not sure where the blue symbol went. Change that one to UR I think.
I tend to make edits on the fly as I'm writing out card designs for posting, sometimes I lose track of things.
