Most of the time, Draw a card = 4, here it's 3 (Kefnet the Mindful, Azure Mage ...). Six or more Islands isn't so hard. Once online, some opponents can't interact with it (except by mass removal), plus protection is not longer used especially against specific colors only, hexproof is better because less "discriminating" .
Most of the time draw a card is 3U. Here it is UUU. That is much different than 4 versus 3. This means no using Sol Ring/Thran Dyanmo for explosive plays (or even Sky Diamond for that matter). In EDH, turn 5 or 6 hexproof is the best case scenario (that's assuming you run into the limited mono blue ramp cards and do not miss any land drops, and you don't play any nonbasics). Then it's just a 3/4 (perhaps it should be a 2/3 though). It certainly isn't a major offensive threat in the format.
Basically my point being able to pay UUUUUU for Inspiration doesn't seem broken.
Yes late game it's difficult to interact with, but so what? It's one creature that's a 3/4 with psuedo hexproof.
Sucram - Nice expansion of scry! Though I'm thinking, to align with existing templates whereby a card with one ability which naturally includes itself, should just go with 'other'. Like so:

Remy - This card is clearly designed for a mono-clue deck, thus effectively making it nigh impossible to kill and a source of repeated card draw for 3. That is way too strong. Also, it's a small Octopus. Is it meant to be like a Cephalid?

When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
Most of the time draw a card is 3U. Here it is UUU. That is much different than 4 versus 3. This means no using Sol Ring/Thran Dyanmo for explosive plays (or even Sky Diamond for that matter).
In theory you're right, not so much in practise : 1) mono U builds don't rely on ramp at all most of the time 2) Sol Ring & others are banned in Duel for obvious brokeness reason.
In my opinion, you overlook this mana sink ability like most people on Thrasios, Triton Hero for example. Thrasios is fine, but with pseudo hexproof like with Remy, it seems too pushed for me.
Ultimately that needs testing but my two cents this is too pushed.
If Zur the Enchanter required that its owner had to pay 3 colored mana to tutor to use his triggered ability he would be much worse.
Auras/Bogles would be a mediocre deck if it were mono blue. All the cards you named are more powerful and/or oppressive than Remy, Sea Prophet. That's all I'm saying. Thrun, the Last Troll for example is much harder to answer.
Red decks still have answers like Oblivion Stone and Perilous Vault but regardless, it certainly isn't a card that wins you the game by itself, especially in a format with 40 life. Red has numerous ways to answer it before its owner controls 6 Islands. Red can also use land destruction to take away protection.
Think about how much worse Thrasios, Triton Hero would be if his ability said you had to tap 4 untapped forests and/or islands you control instead of pay 4. I don't even think this Remy, Sea Prophet would be a top 3 mono blue commander, but I will concede that it could be slightly weaker by being a 2/3 instead of a 3/4.

I'm curious, why do you believe Remy, Sea Prophet is too strong and how would you recommend correcting it?
